Job Role
To lead and control all Hard Facilities Management activities at DCLC Sokhna and its extensions, ensuring the reliability, safety, availability and cost-effective maintenance of the facility’s civil, electrical, mechanical, HVAC, firefighting, plumbing, BMS/ELV and utility systems.
The position will manage the initial in-house FM model, preventive maintenance, first-response activities, specialist call-off contractors, work orders, budgets, statutory compliance, warranties, spare-parts controls and performance reporting.
Principal Responsibilities:
Hard FM Operations
- Manage the daily Hard FM operation and ensure the availability of critical building and infrastructure systems.
- Direct and supervise the Electrical Technician, HVAC Technician and Civil Handyman.
- Allocate daily work, review completed activities and maintain the evening on-call roster.
- Coordinate emergency response outside normal working hours.
- Coordinate with Administration Manager responsible about soft Facilities Management.
- Ensure effective coordination with Operations, Security, Administration, HSE, Procurement, Finance and facility users.
Preventive and Corrective Maintenance
- Develop and maintain the preventive maintenance programme for all Hard FM assets.
- Ensure preventive maintenance activities are completed in accordance with manufacturers’ recommendations, statutory requirements and approved schedules.
- Control corrective-maintenance work orders from initial notification through diagnosis, repair, testing and closure.
- Review repeated failures and ensure that root-cause investigations and permanent corrective actions are implemented.
- Verify the quality and completeness of maintenance records, inspection sheets and testing reports.
Asset and CMMS Management on Monday.com
- Establish, validate and maintain the facility asset register.
- Ensure that each asset record includes its location, manufacturer, model, serial number, capacity, warranty status, maintenance requirements and criticality classification.
- Manage the CMMS or approved work-order system, including preventive maintenance, corrective maintenance, asset history, downtime, costs and vendor performance.
- Ensure that no maintenance activity or material issue is completed outside the approved work-order process.
Specialist Services and Vendor Management
- Identify works requiring specialist, OEM or statutory contractor intervention.
- Prepare clear technical scopes for specialist call-off services.
- Coordinate with Procurement in obtaining quotations and issuing approved call-off orders.
- Control specialist services covering generators, electrical protection, firefighting systems, HVAC major repairs, BMS/ELV controls, pumps, drainage and specialist civil works.
- Ensure that specialist job prices clearly identify labour, spare parts, testing, commissioning and warranty obligations.
- Monitor contractor attendance, response times, safety performance, technical quality and SLA compliance.
- Verify completed works and supporting documents before certifying invoices.
Budget and Commercial Control
- Prepare and control the annual Hard FM operating budget.
- Monitor manpower, specialist services, tools, consumables and emergency expenditure.
- Maintain the monthly forecast within the approved budget and report material variances.
- Validate technical requirements and quantities before purchase requests are submitted.
- Support Procurement in technical evaluations and vendor negotiations.
- Ensure transparent spare-parts pricing and prevent unauthorized replacement of critical OEM parts.
- Review actual consumption and vendor rates to support annual budget rebasing.
Spare Parts, Tools and Materials
- Establish the minimum first-response stock based on asset criticality and operational risk.
- Control the identification, specification, receipt, issue and use of maintenance materials.
- Ensure spare parts are compatible with the relevant assets and do not affect warranties.
- Maintain registers for tools, test instruments, calibration requirements and specialist PPE.
- Ensure replaced critical components are retained for inspection when contractually required.
Safety and Statutory Compliance
- Ensure all Hard FM activities comply with the company’s HSE system and permit-to-work requirements.
- Coordinate with the existing corporate/project HSE function for high-risk maintenance activities.
- Enforce safe isolation, lockout/tagout, work-at-height, hot-work and electrical-safety procedures.
- Confirm that specialist contractors submit approved risk assessments, method statements and competency evidence.
- Maintain statutory testing, certification and inspection records for applicable systems.
- Immediately escalate any condition affecting life safety, fire protection, electrical safety or operational continuity.
Emergency Response and Business Continuity
- Lead the Hard FM response to power failures, major leaks, HVAC failures, fire-system faults and other critical incidents.
- Maintain an updated emergency escalation matrix and specialist contractor contact list.
- Ensure critical incidents are acknowledged, made safe and escalated within the approved response targets.
- Coordinate temporary measures and recovery plans to minimize operational disruption.
- Submit incident reports identifying the cause, downtime, corrective action and measures to prevent recurrence.
Warranty and Handover Management
- Maintain records of equipment warranties, defects-liability obligations, O&M manuals and commissioning documents.
- Ensure warranty-covered defects are referred to the responsible contractor or supplier before external expenditure is approved.
- Follow up outstanding handover defects and incomplete technical documentation.
- Protect warranty rights by controlling modifications and the use of non-approved spare parts.
Reporting and Performance Management
- Submit daily operational updates and weekly and monthly Hard FM reports.
- Report preventive maintenance performance, corrective work orders, outstanding defects, response times, downtime, repeated failures, vendor performance and budget status.
- Prepare recommendations for asset replacement, system improvement and risk reduction.
- Conduct regular performance reviews for the in-house technical team and specialist vendors.
Required Qualifications and Experience:
- Bachelor’s degree in Mechanical or Electrical Engineering.
- Valid registration with the Egyptian Engineers Syndicate.
- Minimum 15 years of relevant maintenance, engineering or Hard FM experience, including significant managerial responsibility.
- Demonstrated experience in industrial, logistics, warehouse, commercial or similarly complex facilities.
- Strong technical knowledge of electrical distribution, generators, ATS/AMF systems, HVAC, pumps, plumbing, drainage, firefighting, BMS/ELV and civil maintenance.
- Experience in preventive maintenance, asset management, contractor supervision, budgeting and procurement.
- Ability to read engineering drawings, equipment schedules, technical specifications and O&M manuals.
- Proficiency in CMMS applications, Microsoft Excel, Word and reporting systems.
- Good command of English and Arabic.
- Ability to attend the Sokhna facility regularly and respond to emergency call-outs when required.

- Specialist emergency attendance: within 90 minutes, subject to the awarded SLA.
- Corrective work orders completed within the agreed target: minimum 90%.
- Work orders supported by complete records and evidence: 100%.
- Permit-to-work and HSE compliance: 100%.
- Monthly budget forecast maintained within ±5% of the approved plan.
- Root-cause review completed for repeated failures within 30 days.
