Role Purpose:
Energy & Water Efficiency Codes & Standards Specialist is responsible for providing insight, technical and methodological expertise in shaping and developing energy and water related codes and standards (including district cooling, electricity, energy efficiency, wastewater, groundwater, desalinated water, and recycled water) in all sectors, including residential, commercial, government, industrial, agriculture, and others, in accordance with the vision and mission.
Furthermore, the Energy & Water Efficiency Codes & Standards Specialist is in charge of ensuring that the proposed codes and standards are in line with the DoE's broader plans for moving the sector forward in an effective and efficient manner, as well as ensuring that they are properly documented, updated, communicated, and enforced to drive improvement and changes in the sector.
Key Responsibilities:
- Manage the development and administration of sector regulations, codes and standards related to all sector disciplines and to ensure those are properly documented and communicated based on established laws, DoE strategy and best practices.
- Conduct periodic reviews and updates of regulations, codes, and standards as needed, incorporating new external requirements and Regulatory Affairs Sector notes.
- Support proper coordination and interaction with the Regulatory Affairs Sector on the effectiveness of policies passed, challenges of implementation and gaps in current policies.
- Undertake or commission research to support the development and implementation of the sector policies, identifying possible alternatives and contributing to the policy development process to ensure that policies remain in line with government decisions, best practices and new trends and technologies.
- Assure appropriate interaction between the various energy and water disciplines in order to capitalize on synergies and build experience in order to develop regulations, codes, and standards that are consistent with the desired direction.
- Collaborate closely with the Legal Affairs Office to ensure that the Demand Response Sector's policies and plans comply with applicable laws and regulations.
- Identity potential gaps related to sector Regulations, Codes and Standards and identify opportunities to enhance or advance sector performance by injecting the right legislative instruments aiming to fulfill the requirements and objectives of the sector.
- Prepare regulatory reports for development of Regulations, Codes and Standards in a regular, timely and accurate manner.
- Measure the equal social, economic, and environmental impact of new policies and plans on the sector.
- Ensure that appropriate feedback on the development and implementation of regulations, codes, and standards, as well as the measurement of the DoE policy framework, is collected and shared with lead organizations in order to identify improvements.
- Conduct proper research is conducted on external issues to identify key changes and ensure organizational policies and plans are up-to-date and follow latest trends that are applicable to DoE and the sector.
- Communicate with external stakeholders and facilitate engagement by coordinating working groups and committee meetings, as well as developing and implementing regulations, codes and standards.
- In collaboration with the Data Management Team, ensure the process of collecting data related to current policies and other relevant data to improve policy planning and decision-making.
Requirements:
Bachelor's degree in a relevant discipline, such as economics, engineering, sustainability, law, public policy, social policy, environmental sciences, or a related field.
Experience & Exposure
- Minimum of 3-5 years of experience, in codes & standards development in government
- Strong understanding of the energy sector, including electricity generation, water production, transmission and distribution, demand-side management, demand response, energy storage, and renewable energy.
- Knowledge of policy frameworks and the development of regulations, legislation, and standards within the energy sector.
- Awareness of global energy trends, including renewable energy, batteries, sustainability, water efficiency, energy efficiency, and electric vehicles.
- Understanding of Abu Dhabi's energy sector and regional and international energy developments.
