Job Description
We are seeking a qualified Website Revamping Consultant to lead the assessment, procurement, vendor selection, implementation oversight, quality assurance, and security validation of a website modernization project.
The Consultant will act as the project focal point and advisor throughout the assignment, working closely with internal stakeholders, management, and the selected website development vendor.
Key Responsibilities:
· Conduct a comprehensive assessment of the existing website, including its architecture, content structure, navigation, functionality, UX/UI, accessibility, performance, and mobile responsiveness.
· Consult with relevant stakeholders to identify business, functional, technical, content, and reporting requirements, and identify gaps, risks, and opportunities for improvement.
· Develop detailed business, functional, and technical requirements and prepare a Website Assessment and Requirements Report with recommendations and specifications.
· Prepare the Request for Commercial Offer (RFCO)/Request for Proposal (RFP), including project scope, deliverables, technical and security requirements, implementation methodology, evaluation criteria, and acceptance standards.
· Identify and shortlist qualified website development companies and coordinate bidder communications, clarifications, and responses throughout the solicitation process.
· Develop an evaluation methodology and scoring matrix and evaluate proposals from technical, financial, operational, and security perspectives.
· Conduct or participate in vendor interviews, presentations, demonstrations, and clarification meetings, and prepare a comparative analysis and Evaluation & Recommendation Report.
· Support the onboarding of the selected vendor and monitor project plans, milestones, deliverables, timelines, risks, and quality standards throughout design, development, testing, and deployment.
· Facilitate coordination between internal stakeholders and the selected vendor and review project deliverables throughout all implementation phases.
· Monitor project risks and recommend appropriate mitigation measures, while ensuring completion of user training, documentation, knowledge transfer, and project handover.
· Define and oversee website security and cybersecurity requirements, including hosting and infrastructure security, access management, data protection, backup and recovery, disaster recovery, and business continuity.
· Ensure appropriate security testing is completed before go-live, including vulnerability assessment, penetration testing, authentication and authorization testing, SSL/TLS verification, and OWASP Top 10 compliance review.
· Review security testing results and ensure that critical and high-risk vulnerabilities are addressed before production deployment.
· Oversee appropriate monitoring, logging, backup, and recovery controls and provide a final Website Security and Readiness Assessment.
· Prepare and submit required project deliverables, progress reports, evaluation documentation, UAT and security reports, and final project closure and handover documentation.
· Perform any other related tasks required to ensure the successful delivery of the project.

Duration:
The assignment will be completed within a maximum period of four (4) months from the date of contract signature. A shorter, achievable timeline without compromising quality or security will be considered an advantage.
Reporting:
The Consultant will report directly to the IT Manager and will be expected to provide regular progress updates, attend coordination and review meetings, escalate critical risks or delays, and submit deliverables for review and approval.
Location:
Amman - Jordan – Hybrid/On-site as required.
Contract Type:
Individual Consultancy Contract.
