BLACKBULL LAW HOUSE is a corporate legal and LegalTech organization operating in coordination with the BLACKBULL Chamber of Investment. The broader BLACKBULL platform is being developed to integrate corporate legal management, financial structuring, investment facilitation, project development, compliance support, and cross-border business solutions.
BLACKBULL is establishing a Dubai-based project finance and fundraising platform focused on Indian businesses and projects. The objective is to develop institutional relationships in the UAE and international markets that can support appropriately structured Indian transactions involving operating businesses, projects, assets, cash flows, and eligible collateral.
The platform is intended to connect Indian projects with suitable international investors, family offices, financial institutions, private credit providers, strategic investors, funds, and corporate investment partners, subject to applicable Indian and UAE laws, foreign-exchange regulations, investment rules, lender requirements, due diligence, valuation, and transaction-specific approvals.
Role Description
BLACKBULL is seeking an experienced Principal CEO – Fundraising & Project Finance to establish and lead its fundraising and project-finance operations from Dubai, UAE.
This is not a conventional administrative CEO position. The role requires a senior finance professional capable of originating capital, establishing institutional funding channels, structuring transactions, developing investor relationships, and progressing financing mandates toward closure.
The Principal CEO will be responsible for developing a Dubai-based international financing network supporting Indian companies, projects, acquisitions, NBFC initiatives, and asset-backed business opportunities.
The successful candidate should already understand how to approach and work with sophisticated investors, family offices, private credit funds, banks, financial institutions, asset managers, investment companies, and strategic corporate investors.
Primary Responsibilities
The Principal CEO will:
- Establish a new Dubai–India fundraising and project finance channel for qualified Indian projects.
- Build alliances with international investors, family offices, private equity funds, private credit providers, financial institutions, corporate investors, and strategic funding partners.
- Originate and arrange capital for Indian companies requiring project finance, acquisition finance, growth capital, structured finance, equity investment, or asset-backed financing.
- Develop financing structures for eligible Indian businesses supported by appropriate property, business assets, contracted cash flows, receivables, revenues, or other acceptable security.
- Evaluate structures where financing requirements may be up to approximately 40% of independently assessed eligible asset/property value, subject entirely to investor/lender underwriting, valuation, security enforceability, regulatory requirements, and transaction approval.
- Structure alternative investor-return mechanisms, where legally appropriate, including interest-based financing, agreed investment returns, equity participation, revenue participation, or profit-sharing structures.
- Develop international relationships and cross-border collaborations capable of supporting large Indian corporate and project transactions.
- Manage investor presentations, financial proposals, term-sheet discussions, due diligence coordination, negotiations, documentation, and transaction closure.
- Establish relationships capable of supporting repeat funding requirements rather than isolated transactions.
NBFC Development & Institutional Alliance
An important responsibility will be supporting BLACKBULL's proposed NBFC development and financial-services ecosystem in India.
The Principal CEO should be capable of identifying potential NBFC acquisition, investment, capitalization, strategic-alliance, technology, lending, and institutional partnership opportunities.
The role will require collaboration with Indian legal, financial, compliance, banking, and management professionals to develop commercially viable structures while ensuring that regulated activities remain within appropriately licensed entities and applicable regulatory frameworks.
Dubai–India Capital Management Strategy
The Principal CEO will help develop a structured India–Dubai project finance corridor.
Indian businesses and assets may form the commercial foundation of eligible transactions, while Dubai will function as an international relationship, fundraising, investor-management, and transaction-coordination centre.
The objective is to develop structures through which capital can be introduced into qualifying Indian projects while maintaining appropriate governance, reporting, financial controls, investor protections, and cross-border compliance.
Where appropriate, the candidate may explore lawful India–UAE public-private, institutional, corporate, SPV, fund, co-investment, and strategic partnership structures.
Any offshore capitalization, cash-flow management, reserve arrangements, security creation, profit distribution, or cross-border movement of funds must be structured subject to applicable RBI/FEMA, SEBI, Companies Act, NBFC, tax, AML/KYC, UAE regulatory, banking and investment requirements and professional legal/tax advice.

- Understanding of Indian corporate finance and the international investment environment.
- Experience with UAE/GCC investment markets will be strongly preferred.
- Ability to coordinate legal, financial, tax, compliance, valuation, and due-diligence professionals through transaction closure.
