Job Title: Mechanical Tendering Engineer

Job Purpose:
The Mechanical Tendering Engineer is responsible for reviewing tender documents, preparing and evaluating mechanical technical and commercial proposals, performing quantity take-offs and cost estimations, and coordinating with procurement, subcontractors, suppliers, and internal stakeholders to ensure accurate, competitive, and compliant tender submissions for municipal and industrial water infrastructure projects, including WTP, STP, WWTP, wet utilities, and pumping stations.
Responsibilities:
- Review the tender documents, including Instructions to Tender (ITT), drawings, specifications, and project requirements, to analyze prequalification requirements and identify relevant mechanical requirements.
- Perform full or partial project breakdowns according to the tasks assigned by the Team Leader.
- Prepare and review quantity take-offs for mechanical equipment, piping networks, valves, pumps, and other mechanical packages.
- Prepare cost estimations for mechanical packages and contribute to the preparation of technical and commercial proposals.
- Coordinate with the Procurement Department to obtain feedback on subcontractors’ and suppliers’ prices whenever required.
- Analyze, revise, and provide guidance to Tender Engineers regarding the breakdown and comparison of price offers received from subcontractors and suppliers.
- Follow up with Quantity Survey Engineers and provide the necessary guidance regarding tools and methodologies to be used for quantity take-offs and cost estimation.
- Review and evaluate mechanical systems, including centrifugal, submersible, and vertical turbine pumping systems.
- Review treatment plant equipment, including clarifiers, aerators, digesters, blowers, and related mechanical systems.
- Review wet utility networks, including potable water, sewerage, and stormwater systems.
- Perform and review hydraulic calculations, including flow calculations, pump head loss, and pipe sizing.
- Review and interpret P&IDs, process flow diagrams, mechanical drawings, and technical specifications.
- Participate in RFQ preparation, vendor evaluation, bid evaluation, and techno-commercial negotiations.
- Prepare and revise clarifications to be submitted to the client and ensure that approved clarifications are incorporated into the final tender submission.
- Keep track of project and tender statuses, prepare checklists for assigned duties and tasks, and report relevant information to the Team Leader.
- Ensure that the final direct cost complies with project documents and requirements, and identify and report any deviations.
- Assist in the handover of project-related papers, calculations, commercial documents, and technical documentation to the Executive Team in case of project award.
- Ensure compliance with applicable international standards and local authority requirements.
Job Requirements:
- 2–5 years of experience in mechanical engineering, with direct exposure to WTP, STP, WWTP, wet utilities, and pumping stations.
- Proven experience in tendering, estimation, and bid preparation for municipal and/or industrial water infrastructure projects.
- Experience with hydraulic systems, piping networks, and mechanical equipment, including pumps, blowers, compressors, valves, and lift stations.
- Practical knowledge of pumping systems, including centrifugal, submersible, and vertical turbine pumps.
- Familiarity with water and wastewater treatment plant equipment, including clarifiers, aerators, digesters, and blowers.
- Knowledge of wet utility networks, including potable water, sewerage, and stormwater systems.
- Experience in quantity take-offs, materials cost and quantity analysis, cost estimation, and preparation of technical and commercial proposals.
- Knowledge of hydraulic calculations, pump head loss, pipe sizing, P&IDs, and process flow diagrams.
- Prior involvement in design review, vendor evaluation, RFQ preparation, bid evaluation, and techno-commercial negotiations.
- Familiarity with international standards and applicable local authority requirements.
- Strong data analysis and tender review skills.
- Strong ability to interpret mechanical drawings, sketches, P&IDs, and technical documents.
- Strong communication, coordination, reporting, and interpersonal skills.
Academic Qualifications:
-Bachelor's Degree in Mechanical Engineering.
Certificates:
-Holder of IPMA certificate is preferred.
-Relevant professional certifications in project management, engineering, or tendering are considered an advantage.
Language:
-Proficient in English, both verbal and written.
Computer Skills:
-Proficient in AutoCAD.
-Advanced MS Excel skills, particularly for BOQ analysis, cost sheets, quantity take-offs, and tender evaluation.
-Familiarity with software and tools used for mechanical design, estimation, and tender preparation.
