1. Organizational Background
Anera (American Near East Refugee Aid) is a non-political, non-religious international humanitarian and development organization that has worked for decades to address the development and relief needs of communities across the Middle East, including Palestine, Lebanon and Jordan. Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.
2. Project Background
Anera is implementing the Gaza Patient Support Program in Jordan as a holistic intervention that seeks to accompany evacuated patients and their families through treatment, recovery, and displacement with dignity. The program addresses urgent and overlapping needs across medical care, psychosocial support, protection, living conditions, and education, recognizing that families arriving from Gaza are carrying not only serious health needs, but also trauma, disruption, and profound uncertainty about the future. Based on the profiling assessment Anera conducted in December 2025, education emerged as one of the highest-priority needs among evacuated children and their families.
The Anera Educational Program supports children from Gaza who have been evacuated to Jordan to receive medical treatment and are currently residing in temporary accommodation. These children have experienced prolonged disruption to their formal education, with schooling interrupted for over two years as a result of the war.
3. Objective of the Consultancy
The objective of this consultancy is to design and deliver structured mathematics learning program that helps Gaza children recover and strengthen mathematics skills — reading, comprehension, vocabulary and written expression — in a supportive, engaging and trauma-sensitive environment that rebuilds learning confidence the program will be delivered to a cohort of 22 children (ages 6–12) under the Gaza support program, using child-centered, interactive, and inclusive methodologies; contribute to assessment, lesson planning, monitoring, and teacher/parent engagement; support distribution and use of educational kits.
4. Scope of Work

5. Target Groups & Class Schedule Session Schedule and Timing:
period Ex (between 3:00 Pm To 7:00 Pm), after students return from school.
The final schedule will be agreed upon in coordination with the Project Team and the Education Consultant, taking into consideration students’
school shifts, availability, and participation in other program activities.
6. Duration & Level of Effort
The consultant will work 8 days per month across the 6-month contract period (48 days total), operating from the Anera Jordan field office with regular field visits to hospitals, treatment facilities, and accommodation sites. Working days will be agreed with the Project Manager in advance on a monthly basis. The exact start date will be confirmed upon contracting.
7. Safeguarding & Code of Conduct
Given that the program serves vulnerable, war-affected children, the consultant must adhere at all times to Anera's Child Safeguarding Policy, Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) standards. The selected consultant will be required to sign these policies prior to commencing work and may be subject to reference and background checks. Any safeguarding or child protection concern must be reported immediately to the Project Manager.
