Job Purpose:
Responsible for managing, coordinating, and supervising electrical infrastructure works as an Owner Representative through the PMO/PMC and Supervision Consultant for a large-scale masterplan development of approximately 4 million m² and 8,000 residential units.
The role oversees electrical infrastructure delivery, including MV/LV networks, substations, street lighting, residential connections, network energization, and utility infrastructure, while ensuring compliance with quality, cost, schedule, and authority requirements.
Key Responsibilities:
- Manage and supervise electrical infrastructure works through consultants and contractors.
- Review electrical infrastructure designs and coordinate design requirements.
- Oversee MV/LV distribution networks, substations, street lighting, and utility infrastructure.
- Coordinate residential connections, new service connections, meter installations, network extensions, and service energization.
- Monitor construction progress, quality, schedule, and contractor performance.
- Coordinate with relevant authorities and utility service providers.
- Oversee testing, commissioning, energization, handover, and project closeout activities.
- Manage technical issues, risks, claims, and contractor performance.
- Ensure successful delivery of electrical infrastructure packages while safeguarding the Owner’s interests.
Qualifications & Experience:
- Bachelor’s degree in electrical engineering or a related engineering discipline.
- 8–15 years of relevant experience in electrical infrastructure and major development projects.
- Strong preference for candidates currently working or previously experienced with Saudi Electricity Company (SEC), particularly within:
- Distribution Operations
- Customer Connections
- New Service Connections
- Distribution Planning
- Network Projects
- Proven hands-on experience in residential electrical connections, service energization, customer connection approvals, meter installations, distribution network extensions, and MV/LV network coordination.
- Experience delivering electrical infrastructure packages for large-scale developments, preferably covering at least 3 million m² and 5,000 residential units.
- Proven experience across Owner, Consultant, and Contractor environments on major infrastructure projects.
- Experience in design review, construction management, stakeholder coordination, contractor performance management, testing & commissioning, and infrastructure handover.
- PMP® and Primavera P6 certifications are preferred.
- Master’s degree in engineering management or construction management is preferred.
