Human Resources Manager is responsible for leading and managing the full spectrum of human
resources functions across construction and manufacturing operations. This role ensures the effective implementation of HR strategies, policies, and processes to support business objectives, workforce productivity, and compliance with UAE labor laws. The Human Resources Manager acts as a strategic partner to business leaders, overseeing talent management, employee relations, performance management, and HR operations while driving organizational effectiveness in a dynamic and project-driven environment.
HR Strategy & Business Partnering:
• Develop and implement HR strategies aligned with business goals for construction and manufacturing units.
• Act as a strategic advisor to leadership on workforce planning, organizational design, and change management.
Talent Acquisition & Workforce Planning:
• Oversee recruitment strategies to attract skilled workforce including engineers, technicians, and labor workforce.
• Ensure timely mobilization of manpower for projects and operational needs.
• Ensure compliance with UAE Labor regulations by meeting the Emiratisation targets.
Performance Management:
• Drive performance management processes including goal setting, appraisals, and performance reviews.
• Support line managers in managing underperformance and developing high-potential employees.
Employee Relations & Engagement:
• Manage employee relations, grievances, and disciplinary actions ensuring fair and consistent practices.
• Promote a positive work culture and enhance employee engagement across sites and offices.
Compensation & Benefits:
• Oversee payroll inputs, compensation structures, and employee benefits administration.
• Ensure competitiveness and compliance with company policies and UAE labor regulations.
HR Operations & Compliance:
• Ensure compliance with UAE labor laws, company policies, and audit requirements.
• Oversee HR administration including contracts, visa processing, and employee lifecycle management.
Learning & Development:
• Identify training needs and implement development programs for technical and leadership capabilities.
• Support succession planning and career development initiatives.
HR Reporting & Systems:
• Monitor HR metrics, prepare reports, and provide insights to management.
• Ensure effective utilization of HRIS systems for data accuracy and decision-making.
Qualifications & Certifications & Experience (Mandatory & Preferred):
• Bachelor’s degree in Human Resources, Business Administration, or related field.
• Minimum 8–10 years of progressive HR experience, preferably in the construction sector,
including at least 2–3 years in a leadership role within the relevant field, is required.
• Knowledge of UAE labor law and HR best practices
• Experience managing blue-collar workforce and site-based employees
• Certification in HR (e.g., CIPD, SHRM) is a plus
