The Air Force Civilian Service (AFCS) is looking for a Full-Time General Engineer GS-0801-12 to work at the 4th Civil Engineer Squadron at Seymour Johnson AFB, NC.
The primary purpose of this position is to serve as a professional mechanical engineer within the 4th Civil Engineer Squadron's Engineering Flight at Seymour Johnson AFB, NC. Responsible for A-E design and construction material submittal reviews for accuracy and code compliance with regards to HVAC, plumbing, fire suppression, and control systems. Responsible for scoping, estimating, and negotiating HVAC, plumbing, fire suppression, and/or control system construction and repair projects. Performs fundamental HVAC load calculations and designs systems appropriately. Routinely inspects mechanical work in-progress. Professional Engineer licensure preferred but not required. The ideal candidate is a mechanical engineering professional with experience designing, reviewing, and commissioning HVAC, plumbing, and fire suppression systems. The candidate should possess knowledge of direct digital controls and industrial control systems, along with experience performing load calculations, evaluating chillers, boilers, and air handlers, and supporting testing and balancing. Proficiency in AutoCAD and familiarity with Unified Facilities Criteria (UFCs), ASHRAE and ASME standards, and applicable building, plumbing, and mechanical codes are highly desired. The ideal candidate will also bring experience preparing cost estimates using RSMeans, Gordian, or e4Clicks and administering contracts to support successful project execution. Professional Engineer (PE) licensure and Project Management Professional (PMP) certification are desirable.

Salary Range: $93,468 - $121,511.

- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. - Work may occasionally require travel away from the normal duty station on military and commercial aircraft.

Duties
- * Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of general engineering and architecture.
- Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of mechanical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc.
- Plans, programs, budgets, and executes required projects in support of assigned programs. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination.
- Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
- Provides consulting services and project coordination. Coordinates projects with other engineers and architects in a variety of disciplines including community planners, programmers as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, AF Civil Engineer Center, and AF Installation Mission Support Center.
- Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
- Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, program projects, and compete for funding in Air Force corporate processes. Assesses validity, feasibility, and impacts (economic, environmental, etc.) of projects and base development actions, and integrates with overall installation plans.
