Job Title: Electrical Tendering Team Leader

Job Purpose:
To lead and coordinate the tendering team in the preparation, review, and submission of technically compliant and commercially competitive bids. The role oversees tendering activities, allocates resources, monitors performance and deadlines, and ensures the quality and consistency of tender submissions while supporting the Tendering Manager in achieving business objectives and maintaining effective coordination across relevant departments.
Key Accountabilities:
A. Team Leadership & Work Planning
- Lead and supervise the daily activities of Tendering Engineers and Senior Tendering Engineers to ensure effective execution of assigned tenders.
- Distribute tender assignments among team members based on workload, technical complexity, and available resources.
- Establish priorities and monitor progress against tender submission deadlines.
- Provide technical direction, coaching, and continuous feedback to team members.
- Monitor team performance and identify training and development needs.
- Ensure effective collaboration and knowledge sharing within the tendering team.
B. Tender Review & Quality Assurance
- Oversee the review and analysis of tender documents to ensure clear understanding of scope, specifications, and contractual requirements.
- Review cost estimates, BOQs, quantity take-offs, and technical proposals prepared by the team.
- Ensure that tender submissions comply with client requirements, internal procedures, and applicable standards.
- Review technical and commercial deviations, exclusions, assumptions, and risk assessments.
- Ensure that tender deliverables undergo appropriate internal reviews before submission.
C. Cost & Commercial Control
- Oversee the preparation and validation of tender cost estimates and pricing breakdowns.
- Review supplier and subcontractor commercial comparisons and ensure appropriate cost inputs are considered.
- Identify cost optimization opportunities and coordinate value engineering initiatives.
- Review pricing risks and cost variations and escalate significant matters to the Tendering Manager.
- Support the development of tender pricing recommendations based on cost analysis and market inputs.
D. Cross-Functional Coordination
- Coordinate with Engineering, Procurement, Planning, Finance, Contracts, and other relevant departments to ensure timely receipt of tender inputs.
- Ensure effective communication and resolution of technical and commercial clarifications.
- Participate in tender review meetings and coordinate the preparation of required reports and presentations.
- Coordinate with project execution teams during the handover of awarded projects.
E. Performance Monitoring & Reporting
- Monitor tender preparation progress, workload distribution, and submission deadlines.
- Prepare periodic reports on tender status, team performance, and submission activities for the Tendering Manager.
- Analyze tender outcomes and identify areas for improvement in estimation accuracy and submission quality.
- Ensure proper documentation and maintenance of tender records and cost databases.
- Recommend process improvements to enhance team productivity and tendering effectiveness.
Job Requirements:
- 5-8 years of experience in electrical engineering, with direct exposure to WTP, STP, WWTP, dry utilities, and pumping stations.
- Proven experience in tendering, estimation, and bid preparation for municipal and/or industrial infrastructure projects.
- Experience with electrical distribution systems, switchgear, transformers, MCCs, control panels, VFDs, generators, and UPS systems.
- Familiarity with instrumentation, SCADA, PLCs, and automation systems for water and wastewater treatment plants.
- Experience in quantity take-offs for cables, panels, electrical equipment, and other electrical packages.
- Experience in cost estimation, BOQ analysis, preparation of cost sheets, and technical and commercial proposals.
- Prior involvement in design review, vendor evaluation, RFQ preparation, bid evaluation, and techno-commercial negotiations.
- Knowledge of international standards, including IEC, IEEE, NEC, and NFPA, as well as applicable local authority requirements.
- Strong data analysis and tender review skills.
- Strong ability to interpret electrical drawings, sketches, single-line diagrams, load schedules, and technical documents.
- Strong communication, coordination, reporting, and interpersonal skills.
- Good knowledge of electrical materials, costs, and quantities.
Academic Qualifications:
-Bachelor Degree in Electrical Engineering.
Certificates:
-Holder of IPMA certificate is preferred.
-Relevant professional certifications in project management, engineering, or tendering are considered an advantage.
Language:
-Proficient in English, both verbal and written.
Computer Skills:
-Proficient in AutoCAD Electrical.
-Advanced MS Excel skills, particularly for BOQ analysis, cost sheets, quantity take-offs, and tender evaluation.
-Familiarity with software and tools used for electrical design, estimation, and tender preparation.
