Job Title: Electrical Tendering Engineer

Job Purpose:
The Electrical Tendering Engineer is responsible for reviewing tender documents, preparing and evaluating electrical technical and commercial proposals, performing quantity take-offs and cost estimations, and coordinating with procurement, subcontractors, suppliers, and internal stakeholders to ensure accurate, competitive, and compliant tender submissions for municipal and industrial infrastructure projects, including WTP, STP, WWTP, dry utilities, and pumping stations.
Responsibilities:
- Review the tender documents, including Instructions to Tender (ITT), drawings, specifications, and project requirements, to analyze prequalification requirements and identify relevant electrical requirements.
- Assign relevant tendering tasks to Tender Engineers and provide technical guidance throughout the tender preparation process.
- Perform full or partial project breakdowns according to the tasks assigned by the Team Leader.
- Prepare and review quantity take-offs for cables, panels, electrical equipment, and other electrical packages.
- Prepare cost estimations for electrical packages and contribute to the preparation of technical and commercial proposals.
- Coordinate with the Procurement Department to obtain feedback on subcontractors’ and suppliers’ prices whenever required.
- Analyze, revise, and provide guidance to Tender Engineers regarding the breakdown and comparison of price offers received from subcontractors and suppliers.
- Follow up with Quantity Survey Engineers and provide the necessary guidance regarding the tools and methodologies to be used.
- Review electrical power distribution systems, including MV/LV networks, switchgear, transformers, MCCs, VFDs, generators, UPS systems, lighting, earthing, and lightning protection.
- Review and evaluate electrical control panels and related electrical equipment for infrastructure and treatment plant projects.
- Review the integration of instrumentation, SCADA, PLCs, and automation systems within treatment plants.
- Review and interpret single-line diagrams, load schedules, control philosophies, electrical drawings, and technical specifications.
- Participate in RFQ preparation, vendor evaluation, bid evaluation, and techno-commercial negotiations for electrical equipment and systems.
- Prepare and revise clarifications to be submitted to the client and ensure that approved clarifications are incorporated into the final tender submission.
- Keep track of project and tender statuses, prepare checklists for assigned duties and tasks, and report relevant information to the Team Leader.
- Ensure that the final direct cost complies with project documents and requirements, and identify and report any deviations.
- Assist in the handover of project-related papers, calculations, commercial documents, and technical documentation to the Executive Team in case of project award.
- Ensure compliance with applicable international standards, including IEC, IEEE, NEC, and NFPA, as well as relevant local authority requirements.
Job Requirements:
- 2–5 years of experience in electrical engineering, with direct exposure to WTP, STP, WWTP, dry utilities, and pumping stations.
- Proven experience in tendering, estimation, and bid preparation for municipal and/or industrial infrastructure projects.
- Experience with electrical distribution systems, switchgear, transformers, MCCs, control panels, VFDs, generators, and UPS systems.
- Familiarity with instrumentation, SCADA, PLCs, and automation systems for water and wastewater treatment plants.
- Experience in quantity take-offs for cables, panels, electrical equipment, and other electrical packages.
- Experience in cost estimation, BOQ analysis, preparation of cost sheets, and technical and commercial proposals.
- Prior involvement in design review, vendor evaluation, RFQ preparation, bid evaluation, and techno-commercial negotiations.
- Knowledge of international standards, including IEC, IEEE, NEC, and NFPA, as well as applicable local authority requirements.
- Strong data analysis and tender review skills.
- Strong ability to interpret electrical drawings, sketches, single-line diagrams, load schedules, and technical documents.
- Strong communication, coordination, reporting, and interpersonal skills.
- Good knowledge of electrical materials, costs, and quantities.
Academic Qualifications:
-Bachelor's Degree in Electrical Engineering.
Certificates:
-Holder of IPMA certificate is preferred.
-Relevant professional certifications in project management, engineering, or tendering are considered an advantage.
Language:
-Proficient in English, both verbal and written.
Computer Skills:
-Proficient in AutoCAD Electrical.
-Advanced MS Excel skills, particularly for BOQ analysis, cost sheets, quantity take-offs, and tender evaluation.
-Familiarity with software and tools used for electrical design, estimation, and tender preparation.
