Civil Section Head – Railway Operations & Maintenance

Job Purpose
The Civil Section Head will be responsible for leading and managing all civil maintenance activities across railway stations, depots, service points, and associated facilities. The role ensures the reliability, safety, availability, and condition of civil assets through effective preventive and corrective maintenance, defect management, technical supervision, and maintenance planning.
The position requires strong experience in civil/building maintenance within railway, metro, airport, or other regulated infrastructure environments, rather than construction or QA/QC experience alone.
Key Responsibilities
- Lead and supervise civil preventive and corrective maintenance activities across multiple railway facilities.
- Manage maintenance of building fabric, structural elements, finishes, waterproofing, drainage, roofs, external works, and associated civil assets.
- Review defects, identify root causes, define corrective actions, and ensure timely closure.
- Develop and implement Preventive Maintenance Plans and ensure maintenance activities are completed as scheduled.
- Provide technical guidance to Engineers, Supervisors, and Technicians and monitor their performance.
- Review and approve Method Statements, Risk Assessments, technical reports, and maintenance procedures.
- Ensure maintenance activities comply with applicable railway standards, statutory requirements, safety procedures, and approved maintenance plans.
- Coordinate with subcontractors and specialist contractors for civil defect rectification, remedial works, warranty issues, and maintenance activities.
- Monitor the quality and completion of maintenance works and approve work completion/close-out.
- Ensure proper recording and closure of Work Orders, defects, inspection findings, and maintenance records through CMMS/EAM systems.
- Support asset performance monitoring and identify recurring failures and opportunities for maintenance optimization.
- Participate in FMECA, Condition-Based Maintenance (CBM), and reliability improvement activities where applicable.
- Coordinate with Planning & Scheduling, Warehouse & Inventory, HSE, Operations, and other maintenance disciplines.
- Ensure appropriate manpower, tools, equipment, and PPE are available for maintenance activities.
- Act as the technical authority for civil maintenance issues and provide recommendations for complex defects.
- Ensure compliance with Permit-to-Work (PTW) requirements and investigate technical/non-conformance issues.
- Prepare and review monthly maintenance reports, asset condition reports, defect trends, and corrective action status.
- Support maintenance mobilization, handover, and continuous improvement activities.
Required Qualifications & Experience
- Bachelor's degree in Civil Engineering.
- Minimum 10 years of relevant civil/building maintenance experience.
- Minimum 5 years in a supervisory/section head role within railway, metro, airport, or major regulated infrastructure.
- Proven experience in:
- Building/facility maintenance
- Structural and architectural maintenance
- Waterproofing and leakage rectification
- Drainage systems
- Civil defect investigation and remedial works
- Preventive and corrective maintenance
- Experience managing multiple sites/facilities and maintenance teams.
- Experience dealing with maintenance subcontractors and specialist contractors.
- Railway/metro experience is highly preferred.
