- Lead budget control, cost planning, procurement strategy, tender evaluation and contract packaging.
- Manage cost reports, cash flow forecasts, change registers, risk allowances and cost-to-complete.
- Review payment applications, variations, claims, EOT cost impacts and final accounts.
- Lead commercial negotiations, contract strategy and award recommendations.
- Provide advice on value engineering, cost optimization, procurement and commercial risks.
- Ensure commercial governance and contractual compliance while protecting the client's interests.
- Provide strategic commercial advice to senior stakeholders and support investment objectives.
Qualifications
- 17+ years of commercial / cost management experience.
- Strong client-side, developer, PMC or consultancy background.
- Bachelor's degree in Quantity Surveying, Commercial Management, Construction Management, Civil Engineering or related field.
- Extensive experience in cost management, contracts, procurement, claims and commercial negotiations.
- Strong PMO reporting and financial management experience.
- Saudi/GCC experience preferred.
- MRICS/RICS or equivalent preferred.
- Strong communication, analytical and negotiation skills.
- Willingness to travel as required.
