World Vision Lebandon (WVL) is implementing activities under the World Food Programme (WFP) response in Beirut and South Lebanon, supporting affected and vulnerable populations through food assistance and related humanitarian activities.
To support the effective and timely implementation of these activities, WVL seeks to engage 20 casual workers to provide flexible field and office-based assistance. Casual workers will support the monitoring of community kitchens preparing and delivering hot meals, as well as implementation activities under the CBY and IK components, including assessments, distributions, data entry, monitoring, quality control, and administrative support.
The casual workers will work under the supervision of the relevant WVL project/field staff and will be deployed according to operational needs and activity schedules.
Key Responsibilities
Depending on the assigned activity, casual workers may be responsible for the following tasks:
Community Kitchen Monitoring
Casual workers assigned to kitchen monitoring will:
- Conduct regular monitoring visits to community kitchens preparing and delivering hot meals to targeted populations.
- Monitor the preparation, quantity, quality, and distribution of hot meals according to agreed project requirements.
- Verify the number of meals prepared and delivered and maintain accurate monitoring records.
- Monitor the delivery of meals to designated shelters/locations and verify that distributions are conducted as planned.
- Conduct basic quality-control checks related to food preparation, hygiene, packaging, handling, and delivery.
- Communicate with kitchen representatives and report any operational issues, delays, shortages, or concerns to the WVL focal point.
- Support the collection and verification of supporting documentation, attendance/distribution records, and other required information.
- Take photographs or other supporting evidence when required and in line with WVL procedures.
- Immediately report any safeguarding, protection, food safety, or other serious concerns identified during monitoring.
CBY and IK Project Support
Casual workers assigned to CBY and IK activities may support:
- Conducting beneficiary phone calls and follow-up.
- Supporting household/beneficiary assessments using approved tools and procedures.
- Conducting accurate and timely data entry into the relevant systems or databases.
- Supporting the distribution of kits to targeted beneficiaries.
- Supporting the distribution of cards to eligible beneficiaries.
- Supporting office work and archiving, including filing and organizing project documentation.
- Conducting quality control of data and project documentation.
- Supporting ATM process monitoring, including verification and follow-up as assigned.
- Supporting MTO process monitoring and reporting any discrepancies or issues identified.
- Supporting self-validation activities in accordance with project procedures.
- Assisting project teams during field activities, distributions, registration, verification, and other operational tasks as required.
Data, Documentation and Reporting
All casual workers may be required to:
- Ensure that information collected during field activities is accurate, complete, and submitted within the required timeframe.
- Maintain confidentiality of beneficiary information and project documentation.
- Complete monitoring forms, checklists, distribution records, or other project tools as required.
- Report any challenges, discrepancies, incidents, or operational issues promptly to the supervisor.
- Support the organization and archiving of project-related documents.
- Ensure that all records are properly maintained and submitted to the relevant WVL staff.
Field Coordination and Beneficiary Engagement
- Communicate respectfully and professionally with beneficiaries, community representatives, kitchen staff, and other relevant stakeholders.
- Provide beneficiaries with clear information regarding the relevant activity when requested and within the limits of the assigned role.
- Refer complaints, protection concerns, or requests that fall outside the casual worker's responsibilities to the appropriate WVL focal point.
- Maintain a neutral, respectful, and non-discriminatory approach when interacting with affected populations.
- Follow WVL safeguarding, PSEA, protection, and accountability requirements at all times.
Location and Deployment
The casual workers will be deployed in Jezzine, Said, Sour, Hasbaya, Chouf, and Beirut, according to the operational requirements of the WFP project.
The nature and location of assignments may vary depending on the implementation schedule, including:
- Community kitchen monitoring;
- Shelter and field monitoring;
- Beneficiary assessments;
- Distribution activities;
- Card and kit distributions;
- ATM/MTO process monitoring;
- Office-based data entry and documentation; and
- Other activities directly related to the implementation of the WFP project.
A total of 15 casual workers will be engaged under this ToR.
Knowledge and Skills Required
- Undergraduate Degree
- Proven experience in fieldwork, qualitative research, MEAL, or similar data collection tasks in humanitarian or development settings.
- Good understanding of technology, including the use of tablets.
- Expertise in data entry, transcription, and maintaining records in written or electronic forms.
- Fluent in spoken and written Arabic; working knowledge of English is a strong asset (especially for transcription/translation).
- Valid driving license and access to a personal vehicle.
- Respect for cultural sensitivities and the ability to engage with beneficiaries with dignity.
- Active listening skills and the ability to respond to beneficiary inquiries professionally.
- Ability to gather information objectively and sensitively.
- Strong interpersonal skills and ability to work with diverse communities, including vulnerable populations.
- Familiarity with ethical research standards, including confidentiality, informed consent, and safeguarding (especially of children and youth).
- Ability to work independently and as part of a team under tight deadlines and in changing field environments.
