Job Summary
USPEaK is seeking a qualified Project Coordinator to lead the implementation of an anticipated project in Baalbeck, in partnership with EDUCO and subject to final donor approval and funding confirmation.
The project seeks to strengthen the rights, safety, psychosocial well-being and autonomy of conflict-affected women and adolescent girls, particularly those from vulnerable Lebanese, Syrian and Palestinian communities. Its anticipated interventions combine protection from gender-based violence, child protection, mental health and psychosocial support, education, community participation and economic empowerment.
The Project Coordinator will provide overall technical, operational and administrative coordination of the project. The Coordinator will ensure that activities are implemented on time, within the approved budget and in accordance with the project’s results framework, donor requirements and USPEaK’s safeguarding, financial, procurement and MEAL procedures.
Key Responsibilities
- Project Planning and Implementation
- Lead the preparation and regular updating of the project workplan, implementation schedule and activity plans.
- Coordinate the timely implementation of all project activities in Baalbeck.
- Translate the approved proposal, logframe and budget into clear operational plans and staff responsibilities.
- Ensure that activities contribute directly to the project’s expected outputs, outcomes and indicators.
- Monitor implementation progress and address delays, operational challenges and emerging needs.
- Ensure that programming remains responsive to changes in the local context, community needs and protection risks.
- Support the implementation of fixed or mobile activities according to accessibility, safety and community needs.
- Technical Coordination
- Coordinate integrated interventions related to GBV prevention and protection, Child Protection, MHPSS, education, livelihoods and community engagement.
- Ensure effective coordination among project officers, facilitators, outreach workers, volunteers and support staff.
- Promote survivor-centered, rights-based, gender-responsive and age-appropriate approaches throughout project implementation.
- Ensure that activities apply the principles of do no harm, informed consent, confidentiality, inclusion and the best interests of the child.
- Support the development and updating of referral pathways and coordination arrangements with specialized service providers.
- Ensure the meaningful and safe participation of women, adolescent girls, persons with disabilities and vulnerable communities.
Team Management
- Supervise the project team and provide clear guidance on roles, responsibilities, priorities and deliverables.
- Organize regular team meetings to review progress, challenges, expenditure and indicator achievement.
- Support staff performance, coordination, professional development and accountability.
- Identify capacity-building needs and coordinate relevant training, coaching or technical support.
- Promote a respectful, inclusive and safe working environment.
- Ensure that all project staff and volunteers understand and comply with safeguarding, PSEA, confidentiality and data-protection requirements.
Partnership and Stakeholder Coordination
Coordinate with municipalities, public institutions, community representatives, protection actors and service providers.
Represent USPEaK in relevant project meetings, coordination platforms and community consultations.
Promote community ownership and maintain transparent communication with participating communities.
Monitoring Evaluation Accountability and Learning
- Work closely with the MEAL team to ensure that project indicators, targets and means of verification are clearly understood and regularly monitored.
- Support the development and use of data-collection tools, participant databases, attendance records and indicator-tracking systems.
- Review project data regularly to assess progress, identify gaps and support evidence-based decisions.
- Ensure that data are accurately disaggregated according to the project’s requirements, including by age, gender, disability, population group and location.
- Support baseline, endline, pre-test, post-test, feedback and outcome-monitoring processes.
- Ensure that safe, accessible and confidential feedback and complaint mechanisms are operational.
- Document lessons learned, good practices, challenges and recommendations for improving implementation.
- Ensure that sensitive protection information is collected, stored and shared safely and only when necessary.
Reporting and Documentation
- Prepare timely and accurate narrative reports, activity reports, progress updates and internal management reports.
- Maintain organized and complete project records and supporting documentation.
- Ensure consistency between reported activities, participant data, indicators and expenditures.
- Report implementation challenges, safeguarding concerns and significant changes to USPEaK’s Director.
- Support donor monitoring visits, evaluations and project reviews.
Safeguarding Risk Management and Compliance
- Ensure compliance with USPEaK’s safeguarding, Child Protection, PSEA, code-of-conduct and confidentiality policies.
- Promote safe programming and the prevention of sexual exploitation, abuse, harassment and discrimination.
- Ensure that safeguarding concerns are immediately reported through designated channels.
- Support the preparation and updating of project risk, safety and contingency plans.
- Protect the dignity, privacy and safety of all project participants.
Required Qualifications
- University degree in project management, business, international development, social sciences, gender studies, social work, human rights, public administration or another relevant field.
- At least four years of relevant experience in project coordination or management within the humanitarian, protection or development sector.
- Demonstrated experience managing multidisciplinary project teams.
- Experience coordinating projects related to GBV, Child Protection, MHPSS, education, livelihoods or women’s empowerment.
- Good understanding of results-based management, logical frameworks, indicators and donor reporting.
- Experience coordinating with international partners, civil-society organizations, public institutions and community stakeholders.
- Ability to monitor workplans, budgets, project targets and operational processes.
- Knowledge of safeguarding, PSEA, accountability, confidentiality and do-no-harm principles.
- Strong report-writing, facilitation, communication and problem-solving skills.
- Fluency in Arabic and strong working proficiency in English.
- Strong organizational skills and the ability to manage multiple priorities and deadlines.
- Availability to work in Baalbeck.
Preferred Qualifications
- Previous experience managing an internationally funded project.
- Experience working on integrated protection and economic-empowerment programming.
- Knowledge of GBV and Child Protection coordination and referral systems in Baalbeck.
- Experience with projects serving Lebanese, Syrian and Palestinian communities.
- Familiarity with donor compliance, procurement processes and financial monitoring.
- Experience coordinating safe spaces or community-based protection interventions.
