1. Entity Background:
Transparency International Lebanon-No Corruption (TI-LB) is Lebanon’s leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society—we are actively making it happen by driving change, empowering citizens, and holding institutions accountable.
With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. 2. Scope of Work:
The Senior Project Coordinator will work across a portfolio of TI-LB projects, with approximately 40% of their time allocated to coordination and implementation support across several ongoing projects, based on organizational and project needs. The remaining 60% of their time will be dedicated to the BINA II project, where they will provide more focused coordination and operational support to ensure the timely and effective implementation of activities and follow-up with relevant partners and stakeholders.
BINA II is an EU-funded action that strengthens civil society engagement in governance and reform implementation in Lebanon. The project covers EU-CSO dialogue, capacity building for CSOs and municipalities, Financial Support to Third Parties (FSTP), and national advocacy on transparency and accountability.
The Senior Project Coordinator will support the Project Lead / Senior Project Manager in ensuring effective coordination, follow-up, documentation, and timely implementation of BINA II activities. The assignment will focus on operational coordination, partner accompaniment, activity tracking, meeting follow-up, field monitoring, reporting inputs, and evidence collection.
A key part of the role will be to support the operational follow-up of the FSTP component, including coordination with sub-granted CSOs, municipalities, and/or CSO-municipality partnerships. This includes maintaining regular communication with partners, following up on implementation progress, supporting field visits, collecting narrative inputs and means of verification, and ensuring that TI-LB maintains a strong, visible, and documented presence throughout implementation.
The Senior Project Coordinator will also support general TI-LB project and office coordination priorities as assigned by management, including workplan follow-up, internal coordination, partner communication, meeting documentation, event preparation, reporting inputs, and cross-project action tracking.
3. Key Responsibilities:
3.1. General TI-LB Project Support and Office Coordination
- Support other TI-LB projects and institutional coordination priorities as assigned by management.
- Provide coordination support to TI-LB project teams where required, including workplan follow-up, partner coordination, event preparation, evidence collection, reporting inputs, meeting minutes, action trackers, and documentation support.
- Support the organization of internal meetings, office coordination meetings, partner visits, and institutional events in collaboration with the responsible staff.
- Maintain an office or cross-project coordination calendar and action tracker identifying responsibilities, deadlines, outstanding decisions, resource needs, and overlapping deliverables.
- Facilitate information exchange among project teams and support functions, and flag overlapping deadlines, resource needs, or coordination gaps to management.
- Support consistent document organization, shared templates, and timely collection of inputs for management updates and internal reporting.
- Follow up on assigned administrative, logistical, and coordination requests with the relevant staff, and escalate pending decisions or bottlenecks to management.
3.2. BINA II Coordination and FSTP Operational Support
- Support the Project Lead / Senior Project Manager in coordinating BINA II activities in line with the approved workplan, contractual timelines, project procedures, and donor requirements.
- Maintain and regularly update the BINA II workplan, activity calendar, deliverables tracker, reporting calendar, action tracker, and other internal follow-up tools.
- Coordinate day-to-day implementation with the project team, consultants, institutional partners, sub-grantees, municipal partners, and relevant TI-LB support functions.
- Organize coordination meetings and internal project discussions; prepare agendas, minutes, and action lists; and follow up on agreed responsibilities and deadlines.
- Track activity progress, milestones, deliverables, field activities, partner needs, pending actions, and implementation risks, and flag delays or bottlenecks to the Project Lead / Senior Project Manager in a timely manner.
- Coordinate the operational follow-up of the FSTP component, including communication with sub-granted CSOs, municipalities, and/or CSO–municipality partnerships.
- Act as an operational focal point for sub-grantees and municipal partners by clarifying timelines, coordination arrangements, reporting expectations, activity requirements, and documentation needs.
- Support mentoring sessions, learning exchanges, coordination visits, and follow-up meetings with CSOs, municipalities, and relevant local stakeholders.
- Maintain a strong, visible, and documented TI-LB presence with sub-grantees and municipal partners through regular check-ins, field follow-up, structured accompaniment, and timely communication.
- Support the early identification and resolution of coordination challenges, misunderstandings, or operational tensions between sub-grantees, municipalities, and project stakeholders, and escalate unresolved issues to the Project Lead when needed.
- Collect and consolidate narrative progress inputs from sub-grantees and partners, ensuring timely submission, completeness, consistency with approved activities, and availability of supporting evidence.
- Maintain organized implementation files, including correspondence, meeting records, attendance sheets, activity evidence, photos where applicable, monitoring reports, approved documents, and reporting inputs.
- Follow up on the publication of awarded projects and required project information on Transparent Hearts, subject to approved publication procedures.
- Coordinate relevant updates for REHUB, communications, visibility, success stories, publication clearance, and documentation of TI-LB presence and project results with the Communications and Advocacy team.
4. Required Qualification and Experience:
4.1. Education
- University degree in project management, public administration, development studies, political science, law, social sciences, business administration, governance, or a related field.
- A master’s degree or additional training in project coordination, grants management, local governance, monitoring and reporting, or donor-funded project management is an asset.
4.2. Professional Experience
- At least five years of relevant professional experience in project coordination, programme implementation, partner coordination, grants support, civil society support, local governance, or development programming.
- Demonstrated experience supporting donor-funded projects.
- Experience working with municipalities, unions of municipalities, CSOs, grassroots organizations, local actors, or CSO-municipality partnerships is required.
- Experience coordinating activities involving local governance, transparency, accountability, participatory governance, municipal engagement, or community-based initiatives is strongly preferred.
- Experience with FSTP, sub-grants, partner accompaniment, field monitoring, reporting follow-up, or evidence collection is an asset.
- Experience supporting events, trainings, consultations, partner meetings, field visits, or multi-stakeholder coordination processes.
4.3. Technical Skills and Competencies
- Strong coordination, planning, follow-up, and organizational skills.
- Strong ability to manage multiple workstreams, deadlines, partners, and internal follow-up tools.
- Good understanding of project implementation cycles, reporting requirements, documentation standards, and donor-funded project procedures.
- Ability to work with CSOs, municipalities, consultants, institutional partners, and internal project teams in a professional and constructive manner.
- Ability to support field visits, document progress, identify operational challenges, and follow up on corrective actions.
- Strong writing and documentation skills, including minutes, progress updates, field visit notes, activity summaries, and reporting inputs.
- Good knowledge of Microsoft Office, especially Word, Excel, PowerPoint, Outlook, Teams, and shared filing systems.
- Excellent written and spoken Arabic and English; French is an asset.
- High level of integrity, discretion, professionalism, attention to detail, and respect for confidentiality.
- Ability to work under pressure, meet deadlines, and maintain a solution-oriented approach.
- Strong interpersonal skills and ability to support coordination and conflict resolution among partners and stakeholders when needed
