Job Description:
1- GENERAL OBJECTIVE
Under the supervision of the Sub Base Manager in Baalbek Hermel and the technical supervision of the Health Deputy Program Manager, the Health Team Manager (HTM) is responsible for the coordination, supervision, and performance oversight of PU-AMI health interventions implemented in supported health facilities, including PHCCs, hospitals, and CMR-supported sites. The HTM ensures the effective implementation of primary and secondary healthcare activities, Sexual and Reproductive Health components, Birth Cash Assistance, hospitalization and emergency services, and CMR interventions, in line with PU-AMI’s Health Intervention Strategy, donor requirements, and national standards. The HTM provides managerial, technical, and operational leadership to Health Field Officers, ensuring quality service delivery, financial follow-up, reporting, and continuous improvement across assigned catchment areas.
2- RESPONSIBILITIES AND TASKS
1. Assessment, Monitoring and Implementation of Health Activities
- Monitor the implementation process at all project stages and supervise field-level monitoring conducted by Health Field Officers to ensure quality implementation of activities at supported facilities.
- Lead the assessment of supported facilities together with the Quality Assurance Advisor, and ensure follow-up on identified needs, indicators, kits, and payments.
- Ensure that all tools, guidelines, and resources required for implementation are available at facility level to support the work of Health Field Officers.
- Collaborate with the Quality Assurance Advisor to ensure facilities are operated efficiently and in line with quality standards.
- Report immediately any difficulty or delay detected at facility level to the Deputy Health Project Manager.
- Coordinate with the health specialist to improve implementation measures, including reporting of progress, challenges, and other relevant details accordingly.
- Ensure that action plans developed by Health Field Officers are followed and that all tasks are completed within agreed timeframes.
- Coach Health Field Officers and provide direct technical and operational support in identified areas for improvement.
- Support the organization of health campaigns at supported facilities and liaise with the Community Health Team Manager accordingly.
- Liaise with the Pharmacist regarding the analysis of indicators affecting dispensing practices at supported facilities.
- Propose improvements to tools, procedures, and workflows implemented at supported facilities based on field feedback and performance trends.
- Participate in coordination meetings with supported facilities together with Health Field Officers, ensuring facility directors are informed of activities and improvements implemented within the framework of the project.
- Support the implementation of MEAL-related activities at facility level.
- Support the implementation of the health strategy prepared and validated by coordination.
- Monitor budgets and achievement of assigned targets for each supported facility under each project.
- Prepare success stories in collaboration with Health Field Officers to highlight project efficiency and results.
- Advocate for strengthening referral systems between community, primary, and secondary care facilities within PU-AMI catchment areas.
- Oversee monthly trend analyses prepared by Health Field Officers and consolidate feedback on facility-level challenges and improvement actions.
- Oversee and validate facility payments in coordination with the Deputy Health Project Manager and Finance team.
- Prepare and validate CDOs for transportation reimbursement related to training and ensure concerned staff receive their designated amounts.
- Lead technical inductions for newly supported facilities.
- Track enrollment of Pregnant and Lactating Women (PLWs) in close collaboration with the Community Health Team Manager and Health Field Officers.
- Conduct continuous supervisory field visits to ensure quality of work, adherence to standards, and proper service delivery.
- Train and assign focal points at facility level to support the implementation and follow-up of project activities.
- Implement the training plans recommended by the health specialist and liaise with him/her on training needed or identified.
- Propose mitigation measures to the health specialist, regarding any issue arising in the field.
2. Technical Coaching
- Supervise areas of intervention based on a priority plan and regularly collect feedback from the field through Health Field Officers to improve performance.
- Report feedback collected by the HFOs to the PM/DPM and the health specialist/DHCO/HCOO accordingly.
- Ensure that Health Field Officers perform their duties in accordance with approved job descriptions, signed MoUs, and PU-AMI policies.
- Provide day-to-day technical follow-up and feedback to Health Field Officers to ensure efficient and timely implementation of activities.
- Closely monitor and review administrative and service data collected by Health Field Officers, including consultations, hospital admissions, invoices, and supporting documentation as per MoUs.
- Collect and validate vetting documents when initiating or supporting activities in new facilities.
- Coordinate the overall performance of PHCC, hospital, and CMR activities with the Deputy Health Project Manager, Quality Assurance Advisor, Pharmacist, Community Health Team Manager, and Health Field Officers.
3. Reporting
- Ensure monthly monitoring and analysis of project indicators.
- Coordinate regular tracking of activity progress and follow-up on corrective measures.
- Participate in the continuous evaluation of project effectiveness, efficiency, impact, and relevance.
- Finalize monthly file checking by overseeing trends in data entries and reporting findings to the Deputy Health Project Manager.
- Ensure that the HFO is analyzing the trend and highlighting to TM the main findings.
- Re-check the relevance of the data collected by HFOs, and report to DPM and HPM
- Coordinate with the MEAL Department to ensure internal and external referrals are closed and services are received by beneficiaries.
- Compile challenges, risks, mitigation measures, and achievements reported by Health Field Officers into relevant donor reporting templates.
- Write the first narrative draft of donor reports
4. Team Management and Capacity Building
- In collaboration with the HR Department, participate in recruitment processes for staff under line management, including shortlisting and interviews when required
- Brief newly recruited staff under direct supervision on their roles and responsibilities.
- Ensure adherence of team members to PU-AMI policies, rules, and regulations
- Ensure implementation of HR procedures including performance appraisals, disciplinary measures, leave management, training, and capacity building in coordination with HR.
- Provide technical support and guidance to team members under supervision.
- Ensure effective communication, coordination, and information sharing within the team through regular coordination meetings.
- Establish coordination mechanisms specific to the team and ensure proper daily supervision.
- Identify and anticipate training and capacity-building needs based on appraisals and field observations.
- Resolve team conflicts and promote team building, accountability, and discipline.
5. Logistics and Administration
- Define program needs related to materials, tools, and intervention planning.
- Conduct initial review and validation of financial and administrative documents received from supported facilities.
- Oversee available stock of assistive devices, kits, and living aids, and prepare action plans with Health Field Officers and facility focal points to ensure proper dispensing and achievement of indicators.
- Validate STSs, donation letters, and related documentation prepared by Health Field Officers for distributions
- Ensure appropriate visibility of PU-AMI interventions at supported facilities in line with donor requirements.
- Prepare and coordinate movement plans with the Logistics Department for Health Field Officers.
- Participate in preparing attendance lists for training targeting supported facilities.
- Follow up on warehouse stock to prevent damage and ensure timely distribution to designated facilities.
- Collect and validate vetting documents when initiating or supporting activities in new facilities.
6. Safety and Security Management
- Ensure that base security rules and contingency plans are known and respected by all team members under supervision.
- Report any safety or security incidents, threats, or movement-related issues to the security focal point or Field Coordinator.
- Immediately stop or suspend activities in case of serious threat and alert relevant focal points.
- Ensure staff safety during field activities and compliance with all safety measures.
7. Representation, Liaison and External Coordination
- Participate in health coordination meetings, technical working groups, and other relevant meetings when requested.
- Actively support preparation and organization of donor visits.
- Organize regular bilateral meetings with the supervised team to gather feedback and disseminate updates.
- Ensure systematic information sharing with the Deputy Health Project Manager.
- Participate in health meetings and ensure coordination with other health teams under different projects.
- Facilitate internal and external referrals to ensure beneficiaries receive required services or are redirected appropriately.

4- MANDATORY REQUIREMENTS:
⮚ Language skills: Fluent in English and Arabic, (speaking/reading/writing).
⮚ Education degree: Bachelor of Science in a health-related discipline – A master’s in public health (Health Management and Policy Track) is preferred
⮚ Work experience: Proven experience in NGOs. Knowledge of the project cycle and logical framework; proven experience in team management, community health interventions.
⮚ Knowledge and skills: Good knowledge of Lebanon geography and context; good knowledge of the primary health care system in Lebanon.
⮚ Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook

PUI-AMI Employment Conditions and Benefits:
Status: A Fixed-Term Contract
40-hour work week from Monday to Friday.
Location: Baalbek Hermel Governorates
Travel Required: Office/ Regular field visits (less than 50% of the time) to support projects at short notice, Baalbek Hermel Governorates
Monthly Gross Income: 2,279 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automatically registers employees to NSSF
Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.
