RESPONSIBILITIES
Consortium Coordination and Governance
- Lead the day-to-day coordination of the consortium and facilitate effective collaboration among all consortium partners.
- Coordinate Consortium Steering Committee meetings, Technical Working Groups and other governance mechanisms.
- Monitor implementation of consortium decisions and agreed action points.
- Ensure compliance with the Consortium Agreement, governance framework and partnership principles.
- Promote collaborative problem-solving and facilitate resolution of implementation challenges between partners.
- Maintain effective communication and information sharing across consortium members.
Programme Management
- Coordinate the implementation of programme activities across all consortium partners.
- Monitor progress against approved workplans, milestones, logframe indicators and deliverables.
- Identify implementation risks, delays and bottlenecks, and propose mitigation measures.
- Coordinate programme planning, review meetings and adaptive management processes.
- Support partners in maintaining implementation quality and consistency across all programme components.
- Ensure programme implementation remains aligned with donor expectations and strategic objectives.
Donor and Partnership Management
- Coordinate meetings and field visits.
- Ensure timely submission of high-quality narrative reports and required programme documentation.
- Coordinate partner reporting and consolidate programme information.
- Build and maintain strong working relationships with consortium partners and external stakeholders.
- Facilitate effective engagement with government institutions, private sector actors and technical partners.
Compliance, Risk and Financial Oversight
- Monitor compliance with donor regulations, consortium agreements and OML policies.
- Maintain and regularly update the programme risk register.
- Coordinate programme amendments, workplan revisions and budget reallocations as required.
- Work closely with Finance and Awards & Grants teams to monitor budget utilization and expenditure trends.
- Support preparation for audits, donor reviews and compliance assessments.
- Ensure timely escalation of programme risks and compliance issues.
Monitoring, Learning and Knowledge Management
- Coordinate programme performance monitoring in collaboration with the MEAL team.
- Review programme indicators and implementation progress to support evidence-based decision-making.
- Facilitate learning events, after-action reviews and documentation of lessons learned.
- Coordinate the development of programme success stories, case studies and knowledge products.
- Ensure donor visibility requirements are implemented across consortium partners.
- Promote continuous improvement through knowledge sharing and innovation.
Representation and Strategic Engagement
- Represent the consortium in coordination meetings, technical forums and donor events.
- Strengthen relationships with relevant ministries, development partners, research institutions and private sector stakeholders.
- Identify opportunities to strengthen consortium collaboration and future partnership development.
- Support strategic positioning of OML and the consortium within the agricultural development and food systems sector.
- Contribute to the development of future funding opportunities and consortium initiatives.
QUALIFICATIONS
- Master’s degree in agriculture, Engineering Rural Development, International Development, Business Administration, Project Management or another relevant field.
- Minimum of five (5) years of progressively responsible experience managing complex development or humanitarian programmes.
- Minimum of two (2) years of experience coordinating consortiums or multi-partner programmes.
- Demonstrated experience managing donor-funded programmes, preferably with institutional donors such as the Dutch Embassy, European Union, GIZ, AFD or similar.
- Experience in agricultural development, food systems, value chains or rural livelihoods is highly desirable.
- Experience in partnership management, grants management and donor compliance.
- Strong program and consortium management skills.
- Excellent stakeholder engagement and partnership management abilities.
- Strong strategic planning and coordination skills.
- Knowledge of project cycle management and results-based management.
- Excellent organizational and multitasking skills.
- Strong analytical and problem-solving abilities.
- Excellent facilitation, negotiation and communication skills.
- Ability to manage competing priorities under tight deadlines.
- Strong report writing and presentation skills.
- Excellent command of Microsoft Office 365, particularly Excel, Word, PowerPoint and Teams.
- Experience using project management and reporting tools is an asset.
- Fluency in English and Arabic is required.
- Working knowledge of French is considered an asset.
- Ability to work effectively in multicultural and multidisciplinary teams.
