WORKING CONTEXT:

NRC (Norwegian Refugee Council) has been working in Lebanon since 2006 and is now supporting vulnerable populations through WASH, shelter, education, ICLA assistance and basic assistance and protection interventions aiming at increasing the resilience of the concerned communities, in the North, South and Bekaa.
NRC is working on the shelter rehabilitation in North and West Bekaa including Qaser and Sahlat al May. Within this framework, NRC seeks to allocate one shelter engineer to support rehabilitation implementation in the field. The shelter engineer will work closely with other engineers, contractors and staff from NRC.

DUTIES AND KEY RESPONSIBILITIES

The responsibilities of the Shelter Engineer Consultant include, but not limited to, the following activities:
Activities Implementation (90%)
• Conduct technical assessments of shelters to identify structural, architectural, and rehabilitation needs.
• Prepare technical specifications, bills of quantities, and cost estimates.
• Supervise rehabilitation and maintenance works to ensure compliance with approved designs, technical standards, and safety requirements.
• Monitor contractors’ progress and verify the quality and quantities of completed works.
• Conduct regular site visits and prepared progress reports documenting achievements, challenges, and required corrective actions.
• Coordinate with contractors and relevant project teams to ensure smooth implementation of rehabilitation activities.
• Identify technical issues during implementation and proposed appropriate corrective measures.
• Review and verified completed works prior to handover and supported the preparation of completion documentation.
• Maintain technical records, site documentation, photographs with documentation of taking photos for the before and after, measurements, and rehabilitation reports.

Liaison and Coordination (10%)
• Liaise and collaborate with NRC team.
• Coordinate with third parties, property owners, tenants, landlords, and other relevant stakeholders involved in shelter rehabilitation and occupancy arrangements.
• Facilitate communication and coordination between tenants, property owners, contractors, and project teams to ensure that rehabilitation activities were implemented smoothly and with minimal disruption to residents.

QUALIFICATIONS/ REQUIREMENTS:

The engineer consultant should, as a minimum, have the following functional and technical competencies and skills:
Educational Background: A university degree or equivalent qualification in Civil Engineering, Architecture, or a related technical field.

Work Experience:
• Minimum of 2 years of engineering experience in rehabilitation works.
• Previous experience in Lebanon preferable in the Bekaa region.

Skills and Abilities:
• Good written and spoken communication skills.
• Ability to maintain professional relationships with organizations, public institutions, and contractors.
• Proven organizational skills and ability to effectively manage multiple tasks and perform under pressure.
• Integrity in line with NRC’s values and ethical standards.
• Cultural, gender, religion, and age sensitivity and adaptability.
• Previous Experience in the Bekaa.
• Experience in contract management of rehabilitation works.
Languages:
• Professional written and spoken English.
• Native spoken Arabic.
Computer Skills:
• Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
• Professional skills in CAD.
