This role is no longer open
The deadline has passed. We keep the posting here as a record.
Purpose and objectives
The RGA will provide an actionable, disability-inclusive and conflict-sensitive assessment of gender-related vulnerabilities, inequalities, access barriers and participation opportunities in the three project regions. It will update and contextualise Mousawat’s September 2024 gender analysis and complement the 2026 emergency/vulnerability evidence and the project baseline.
3. Scope of work and key questions
Differences in needs, roles, unpaid care, mobility, control of resources, protection exposure and participation among women, men, girls and boys with and without disabilities; attention to female-headed households, elderly women, refugees and IDPs.
Practical obstacles and enabling measures for PHC/mobile clinics, CBR, SRHR information/services, MHPSS, assistive devices, vouchers/MPCA, livelihood support, minor repairs, transport and accessible communication.
Safe consultation arrangements, perceived safety and dignity in service delivery, risk of exclusion, safe confidential feedback and appropriate survivor-centred GBV referral information without collecting identifying disclosure narratives.
A prioritised gender action matrix detailing proposed changes, responsible project function, timeline, suggested indicators and required follow-up.
4. Methodology and ethical requirements
Applicants must propose an achievable, proportionate mixed-method approach for five working days and all three regions. Expected elements are a desk review of the approved application, logframe, existing Mousawat databases and prior needs/gender assessments; accessible quantitative or structured interviews where feasible; selected key-informant interviews and/or focused group consultations; rapid triangulation and validation with Mousawat. The consultant will submit the proposed sample, participant categories, geographic coverage, tools and any limitations in the inception note. Mousawat will facilitate introductions and available documents, subject to consent and data-sharing rules.
