Accountabilities
- Represents MSF and promotes its interests with authorities, NGOs, donors, media and other relevant stakeholders in North and Akkar, contributing to an active positioning and positive public image.
- Is accountable for the execution of North/Akkar activities and supervises its implementation
- Ensures that MSFs technical and ethical standards are followed and objectives are achieved.
- Coordinates activities with other MSF sections/projects in the region.
- Ensures adequate planning, allocation and coordination of financial resources required for the functioning of the Tripoli base.
- Manages and monitors the Tripoli base budget and contributes to the annual budget planning process.
- Leads the Tripoli base team under his/her supervision.
- Is responsible for the proper application of HR policies and associated processes in the support base (recruitment, briefing/debriefing, evaluation, staff learning and development and internal communication) in order to ensure appropriate staffing levels and competencies required for the implementation of activities.
- Briefs the teams on context related issues maximizing their commitment to MSF values and Tripoli base goals.
- Supervises the Tripoli base material resources put at MSF’s disposition in order to ensure a correct use and its longevity.
- Supervises orders and the Tripoli base purchases as well as the financial indicators, with the support of the capital referents, in order to ensure efficiency and early detection of deviations and their causes.
- Ensures timely operational reporting to the Project Coordinator in line with the project reporting cycle
- Keeps staff and PC informed and updated of context related issues.
- Supports the PC in defining and updating the project's security policy while ensuring its implementation in North and Akkar.
- Manages the security in North/Akkar, ensuring that all necessary security measures are in place for the safety of MSF staff and its operations.
MSF Section/Context Specific Accountabilities
- Leads the implementation of the project development in the North and Akkar
- Ensures the effective day-to-day functioning, coordination, and supervision of operations in the North and Akkar.
- Ensures effective coordination and collaboration between medical, logistics, finance, HR and supply teams to support the achievement of project objectives in North and Akkar
- Develops, maintains relationships and advocates with key external stakeholders, including local ministry of Public Health representatives, head of municipalities, governors, UN agencies, international NGOs, other humanitarian actors and community leaders in the North and Akkar.
- Escalates major strategic, institutional, security, access-related, managerial, operational, financial and HR matters to the Project Coordinator
- Maintains a close understanding of the local context (North/Akkar) and Syrian context, including humanitarian developments, community dynamics, stakeholder relationships, and security trends
- Monitors contextual and security developments, updates security documentation, supports incident management and ensures compliance with security procedures in North and Akkar.
Requirements
Education
- University degree in Management, Humanitarian Affairs, Social Sciences, Political Science, Public Administration, International Relations, Business Administration, or another relevant field is essential
- Training in security management, people management, project management, or humanitarian leadership is desirable
Experience
- Minimum 2 years of experience in humanitarian organization is essential
- Minimum 2 years of experience in management, coordination or supervision roles is essential
- Previous MSF experience is desirable
- Previous experience in a Base Responsible, Deputy Project Coordinator, Field Coordinator or similar role is desirable
