Position Title: Casual MEAL Support
Department/Unit: Monitoring, Evaluation, Accountability and Learning (MEAL)
Location: RDFL offices and project locations, as required
Reports to: MEAL Manager / designated MEAL team member
Engagement Type: Casual / As-needed
Working Schedule: Based on MEAL activities and operational needs
1. Purpose of the Role
RDFL may engage Casual MEAL Support personnel on an as-needed basis to provide additional support to the MEAL team during periods of increased workload, assessments, surveys, monitoring exercises, evaluations, data collection activities and other specific MEAL assignments.
The Casual MEAL Support will work under the guidance of the MEAL Manager or designated MEAL team member and will support the implementation of assigned MEAL activities according to agreed tools, procedures and timelines.
The role is intended for individuals with previous exposure to MEAL, research, data collection or similar work within the NGO, humanitarian or development sector who can provide short-term and flexible support when required.
2. Main Responsibilities
Depending on the specific assignment, Casual MEAL Support may be requested to undertake some of the following tasks:
Monitoring and Data Collection
- Conduct quantitative and qualitative data collection using tools provided by the MEAL team.
- Administer surveys, questionnaires, pre/post-tests, satisfaction surveys, Post-Distribution Monitoring (PDM) and other monitoring tools.
- Support needs assessments, baseline/endline assessments and other project-specific data collection activities.
- Support or participate in Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) and other qualitative data collection activities, depending on previous experience.
- Conduct participant follow-up and verification calls when required.
- Participate in monitoring visits to RDFL activities and project locations.
- Collect participant feedback regarding the quality, relevance and accessibility of RDFL services.
- Record collected information accurately and according to the instructions provided by the MEAL team.
Data Entry and Data Quality Support
- Enter collected data into KoboToolbox, Excel or other databases and templates used by RDFL.
- Review completed questionnaires and forms for completeness before submission.
- Support basic data cleaning and verification.
- Identify and flag missing, inconsistent, duplicate or unclear information for review by the MEAL team.
- Support cross-checking of attendance sheets, participant records and other Means of Verification (MoVs).
- Assist in organising electronic and hard-copy monitoring documentation.
Assessments and MEAL Activities
- Participate in the orientation and pilot testing of questionnaires and assessment tools before data collection.
- Provide practical feedback on data collection tools based on field experience.
- Support preparation and organisation of materials required for surveys, assessments and monitoring activities.
- Assist with simple compilation of monitoring and assessment data when requested.
- Support transcription, translation or organisation of qualitative information when relevant to the assignment and the individual's experience.
- Support other specific MEAL activities agreed upon at the beginning of the assignment.
3. Required Profile
- Previous experience in MEAL, monitoring and evaluation, research, assessments, surveys, data collection or related NGO activities.
- Previous work or casual engagement with an NGO, humanitarian or development organisation is preferred.
- University education or relevant background in Public Health, Social Sciences, Statistics, Development Studies, Sociology, Psychology, Gender Studies, Information Management or another relevant field is an advantage.
- Previous experience conducting surveys or interviews with programme participants is preferred.
- Familiarity with KoboToolbox or other electronic data collection platforms is an advantage.
- Basic ability to use Microsoft Excel and Word.
- Ability to accurately record and handle quantitative and qualitative information.
- Good communication and interpersonal skills.
- Good command of Arabic; knowledge of English is an advantage.
- Ability and willingness to travel to RDFL project locations when required.
4. Key Competencies
Casual MEAL Support personnel should demonstrate:

5. Confidentiality and Safeguarding
Casual MEAL Support personnel may have access to participant information and may interact directly with women, girls and other programme participants. They are therefore expected to:
- Maintain the confidentiality of participant and project information.
- Follow RDFL's Code of Conduct, safeguarding, PSEA and data-protection requirements.
- Follow informed-consent and confidentiality procedures during data collection.
- Treat all programme participants with dignity and respect.
- Refer any sensitive complaint, safeguarding or protection concern to the designated RDFL staff member and not attempt to investigate or manage such cases independently.
- Use information and data accessed during the assignment only for the purpose for which they were provided.
6. Nature of the Engagement
Casual MEAL Support will be engaged based on RDFL's operational and project needs and does not constitute a regular staff position.
The duration, number of working days, location, specific tasks and expected deliverables will be communicated for each assignment.
Before each assignment, the MEAL team will provide the necessary briefing, tools and instructions. Casual personnel will be expected to complete only the tasks agreed for that specific assignment and report back to the designated MEAL team member.
Assignments may include, for example, short-term support for:
- Surveys and assessments;
- Baseline or endline data collection;
- Participant satisfaction surveys;
- Post-distribution monitoring;
- Monitoring visits;
- Data verification and follow-up calls;
- FGDs and KIIs;
- Data entry and cleaning; or
- Other temporary MEAL activities requiring additional capacity.
Casual MEAL Support personnel will not be responsible for managing RDFL's overall MEAL system, approving project data, making technical MEAL decisions or assuming responsibilities assigned to permanent RDFL staff.
