1. Position Information
Job Title: Senior MEAL Officer
Department: Programmes
Duty Station: Lebanon
Reports to: MEAL Manager / Head of MEAL
Supervises: MEAL Officers, Assistants, Enumerators and MEAL Consultants as assigned.
2. Organizational Background
Lebanese Secours Association (LSA) is a Lebanese humanitarian and development organization delivering multi-sector interventions. LSA is committed to accountability, evidence-based programming, safeguarding, inclusion, and continuous learning.
3. Purpose of the Position
Lead the design, implementation and continuous improvement of MEAL systems across LSA programmes, ensuring quality data, donor compliance, accountability to affected populations and organizational learning.
4. Key Responsibilities
A. Strategic Leadership
• Lead organizational MEAL systems and standards.
• Develop MEAL strategies, SOPs and guidance.
B. Monitoring
• Develop logframes, IPTTs, indicator reference sheets and monitoring plans.
• Design digital tools using Kobo/ODK.
• Conduct routine monitoring visits.
C. Evaluation & Assessments
• Lead baseline, midline, endline, needs assessments, PDMs and evaluations.
D. Data Quality & Information Management
• Maintain databases and dashboards.
• Lead DQAs and data verification.
• Ensure confidentiality and GDPR/data protection compliance where applicable.
E. Accountability (AAP)
• Manage complaints and feedback mechanisms.
• Analyze feedback and recommend corrective actions.
F. Learning
• Produce lessons learned, case studies and after-action reviews.
G. Capacity Building
• Supervise and mentor MEAL staff.
• Deliver training.
H. Business Development
• Support proposal design, indicators, targets, logical frameworks and MEAL budgets.
I. Representation
• Represent LSA in donor and MEAL working groups.
5. Qualifications
Master's degree preferred in Statistics, Development, Public Health or related field.
Minimum 5 years of progressive NGO MEAL experience including leadership.
Experience with WFP, UN agencies, ECHO, EU, BHA or similar donors.
Advanced Excel, Power BI, Kobo, SPSS/R/Stata desirable.
Fluency in Arabic and English.

10. Working Conditions
Frequent field travel across Lebanon, occasional weekend work during emergencies, office and field-based duties.
