About Lebanese Succour Association
The Lebanese Succour Association (LSA) is a Lebanese non-governmental, non-profit humanitarian organization specialized in emergency response, rescue, relief, community awareness and emergency and first-aid training.
Through its Emergency and Relief Corps and other programs, LSA provides humanitarian and emergency services across Lebanon through a network of operational centers and field teams. Its work includes emergency medical response, rescue and relief interventions, community services, training, medical equipment lending and blood-donation support.
As LSA continues to strengthen its organizational systems and evidence-based decision-making, the organization is seeking to recruit a qualified and motivated Information Management Officer to support the effective management, analysis, visualization and use of organizational and programmatic information.
Position Purpose
The Information Management Officer will be responsible for establishing, maintaining and continuously improving LSA's information management systems to ensure that accurate, timely, complete, secure and relevant data is available for operational, programmatic, managerial and strategic decision-making.
The position will support the Senior MEAL Officer, program and operations teams, management and field teams by transforming data collected from LSA's different activities and operational centers into reliable information, analysis, dashboards and actionable insights.
The Information Management Officer will play a key role in strengthening data quality and standardization across LSA, ensuring that information generated through emergency response, relief, training, community activities and other organizational interventions is properly collected, managed, analyzed, visualized, archived and reported.
Key Responsibilities
1. Information Management Systems
Develop, maintain and continuously improve LSA's information management systems, databases and information workflows.
Establish standardized data structures, databases, coding systems, data dictionaries and information management procedures.
Support the development and maintenance of centralized databases covering relevant organizational, programmatic, operational and beneficiary information.
Develop appropriate systems for consolidating information received from LSA's different operational centers and departments.
Ensure consistency and compatibility between different data collection tools, databases and reporting systems.
Identify opportunities to digitize manual information management processes and improve organizational efficiency.
Support the integration of information from different sources into centralized reporting and management systems.
Maintain appropriate documentation of databases, systems, indicators, variables and data processes.
2. Data Collection and Management
Support the development and configuration of digital data collection tools using platforms such as KoboToolbox, ODK or equivalent systems.
Develop electronic forms, data structures, validation rules, skip logic and other appropriate mechanisms to improve data quality.
Ensure that data collection tools are aligned with approved indicators, reporting requirements and operational needs.
Establish and maintain systematic processes for data cleaning, validation, consolidation and storage.
Conduct routine data quality checks and identify inconsistencies, missing information, duplication, outliers and other data-quality issues.
Coordinate with relevant departments and field teams to resolve data-quality issues and improve reporting compliance.
Ensure proper version control and documentation of databases and data collection tools.
3. Data Analysis and Visualization
Analyze quantitative and operational data to identify trends, patterns, gaps and emerging issues.
Develop dashboards and data visualizations using appropriate tools, particularly Microsoft Excel and Power BI.
Produce regular analytical reports, dashboards, charts, maps, tables and other information products for management and relevant departments.
Develop operational dashboards that can support monitoring of emergency response, activities, beneficiaries, geographic coverage, training, referrals, services and other relevant organizational indicators.
Translate complex datasets into clear and practical information that can support decision-making.
Provide ad-hoc analysis and information products in response to management, program and operational needs.
Support the Senior MEAL Officer in the analysis and presentation of monitoring and evaluation findings.
4. Data Quality Assurance
Establish and implement routine data quality assurance and data verification mechanisms.
Conduct periodic data quality assessments in coordination with the MEAL team and relevant departments.
Monitor data completeness, accuracy, consistency, timeliness, integrity and reliability.
Develop data-quality checklists and standard operating procedures where required.
Provide feedback and technical support to staff responsible for data collection and reporting.
Identify recurring data-quality problems and recommend corrective actions.
Maintain a record of identified data-quality issues and corrective measures.
5. Reporting and Information Products
Support the preparation of timely internal and external reports through the provision of accurate and validated data.
Consolidate data from different departments, operational centers and program areas.
Prepare regular organizational information products for management and decision-making.
Support the development of donor reporting datasets and data annexes when required.
Ensure that reported figures are traceable to their original data sources.
Maintain an organized repository of datasets, reports, dashboards, tools and other information products.
Contribute to organizational situation reports, operational updates and emergency information products when required.
6. Emergency and Operational Information Management
Given LSA's emergency response mandate, the Information Management Officer will support the organization in strengthening information management during emergencies and periods of increased operational activity.
Responsibilities may include:
Establish and maintain systems for collecting and consolidating emergency response data.
Support the development of real-time or near-real-time operational dashboards when required.
Consolidate information from different emergency centers and field teams.
Track and analyze operational indicators such as response activities, service utilization, geographic coverage, referrals and other relevant emergency-response data.
Support the production of situation reports and operational information products during emergencies.
Ensure that emergency information is accurate, timely and appropriately communicated to decision-makers.
Support the development of contingency information-management procedures for emergency situations.
7. Support to MEAL
The Information Management Officer will work closely with the Senior MEAL Officer while maintaining a clear distinction between information management and MEAL functions.
The position will:
Support the Senior MEAL Officer in establishing data-management components of MEAL systems.
Provide technical support for monitoring databases and indicator tracking systems.
Support the analysis and visualization of monitoring data.
Assist in the development of monitoring tools and data collection systems.
Support baseline, endline, post-distribution, post-activity and other assessments through database and data-analysis support.
Support the management of survey datasets and other quantitative information.
Contribute to the preparation of evidence and data required for evaluations and learning activities.
Provide technical support for data-related aspects of accountability and feedback mechanisms when required.
8. Capacity Building and Technical Support
Train and coach relevant staff on data collection tools, databases, data management and basic data analysis.
Provide technical support to field teams and operational centers on information management requirements.
Develop user-friendly guidance, templates and SOPs related to data management.
Promote a culture of data quality and evidence-based decision-making across LSA.
Assess staff information-management capacity and identify areas requiring additional support.
Provide technical guidance on the appropriate use of data collection and analysis tools.
9. Data Protection and Confidentiality
Ensure that organizational and beneficiary data are managed in accordance with LSA's data protection, confidentiality and information-security requirements.
Apply appropriate access controls and permissions to databases and information systems.
Ensure that sensitive information is only accessible to authorized personnel.
Support the development and implementation of data retention, backup and archiving procedures.
Ensure secure storage and controlled sharing of datasets and information products.
Immediately report any suspected data breach, unauthorized access or significant data-security concern through the appropriate organizational channels.
10. Coordination and Collaboration
Work closely with the Senior MEAL Officer, program teams, operations, finance, HR, administration, communications and other relevant departments.
Coordinate with focal points at LSA operational centers to ensure timely and standardized data reporting.
Participate in relevant internal coordination meetings and technical working groups.
Provide technical advice to departments regarding information-management requirements.
Coordinate with external partners or technical stakeholders on information-management matters when requested by management.

Clean and validated datasets for reporting, monitoring and evaluation.
Other information-management products required by LSA management and programs.
Required Qualifications and Experience
Bachelor's degree in Information Management, Information Systems, Statistics, Data Science, Computer Science, Mathematics, Economics, Business Administration, Social Sciences or a related field.
Minimum 3 years of relevant professional experience in information management, data management, monitoring and evaluation, data analysis or a closely related field.
Previous experience with NGOs, humanitarian organizations, development organizations or emergency-response programs is strongly preferred.
Demonstrated experience in managing databases and large datasets.
Strong experience with Microsoft Excel, including advanced functions, PivotTables, data cleaning and data analysis.
Good experience with Power BI and development of interactive dashboards.
Experience with KoboToolbox, ODK or similar digital data-collection platforms.
Experience in developing and maintaining data collection tools and databases.
Experience conducting data cleaning and data-quality checks.
Strong quantitative and analytical skills.
Good understanding of data visualization and information products.
Strong attention to detail and commitment to data accuracy.
Excellent organizational and time-management skills.
Ability to work with multiple departments and field teams.
Ability to work independently while maintaining effective coordination with the MEAL team and other departments.

Desirable Qualifications and Experience
