S/he will ensure that indicators, means of verification, baseline and endline processes, monitoring data, community feedback, and learning are systematically integrated into implementation, reporting, and adaptive management.
Essential Responsibilities and Duties
Project Planning and Implementation
- Lead detailed activity planning and oversee implementation across targeted locations, ensuring alignment with the approved workplan, logframe, budget, quality standards, and donor commitments.
- Monitor implementation progress, expenditure forecasts, procurement needs, and operational risks, and promptly escalate delays, variances, or bottlenecks to the DRR Program Coordinator.
- Coordinate with the Field Coordinator, Field Officers, volunteers, and relevant technical teams, providing guidance and follow-up to ensure consistent delivery.
- Conduct regular field visits to verify outputs, assess implementation quality, and ensure adherence to LRC technical standards, humanitarian principles, safeguarding, PGI, and CEA requirements.
- Maintain updated implementation plans, action trackers, and risk registers, and follow up on agreed corrective actions.
PMEAL Coordination, Data Management, and Quality Assurance
- Act as the project-level PMEAL focal point and maintain regular technical coordination with the LRC PMEAL/MEAL team throughout the project cycle.
- Translate the logframe into practical monitoring arrangements, including indicator definitions, targets, data sources, means of verification, collection frequency, responsibilities, and reporting timelines.
- Support the development, testing, and consistent use of baseline/endline tools, pre- and post-tests, activity forms, participant databases, field checklists, and digital data-collection tools.
- Coordinate baseline, endline, post-activity, and outcome-monitoring exercises, ensuring that methodologies and samples are agreed with the PMEAL/MEAL team.
- Maintain the Indicator Tracking Table, project database, dashboard, and structured means-of-verification files so that evidence is complete, traceable, disaggregated, and ready for verification.
- Ensure timely data collection, cleaning, consolidation, and preliminary analysis, with relevant disaggregation by sex, age, disability, nationality or population group.
- Conduct routine data-verification checks and support data-quality assessments, following up on missing evidence, inconsistencies, duplication, and quality gaps.
- Apply informed-consent, confidentiality, data-protection, safeguarding, and responsible information-management requirements.
- Support feedback and complaint mechanisms with the PMEAL/CEA team and ensure that feedback trends inform implementation adjustments.
Reporting, Learning, and Adaptive Management
- Analyse monitoring data with the PMEAL/MEAL team to identify progress, trends, gaps, risks, unintended effects, and recommendations for adaptation.
- Contribute to interim, annual, and final narrative reports, ensuring that all reported achievements are supported by verified data and appropriate means of verification.
- Prepare progress updates, presentations, indicator analyses, and evidence summaries for management, partners, steering committees, and donors, as requested.
- Document lessons learned, good practices, case studies, and operational insights, and support project reviews, evaluations, after-action reviews, and learning workshops.
- Track and follow up on management actions arising from monitoring, feedback, reviews, and evaluations.
Coordination, Procurement, and Operational Support
- Develop and update procurement and distribution plans in coordination with program, logistics, procurement, finance, and field teams.
- Follow up on the compliant procurement, delivery, handover, documentation, and tracking of project goods and services.
- Facilitate project coordination, steering committee, technical, and stakeholder meetings, ensuring decisions and action points are documented and followed up.
- Coordinate with internal departments, external partners, local authorities, community structures, and service providers to support coherent implementation and avoid duplication.
Function-Specific Experience
- Demonstrated experience in project management and implementation, preferably in DRR, emergency preparedness, humanitarian response, resilience, or community-based programming.
- Practical experience in PMEAL/MEAL, including indicator tracking, data collection, baseline or endline assessments, means-of-verification management, data-quality checks, analysis, and reporting.
- Experience in project cycle management and results-based management, including logframes, workplans, monitoring plans, risk registers, and donor reporting frameworks.
- Experience coordinating with field teams, volunteers, local authorities, community structures, or partner organizations.
- Experience conducting field-monitoring visits and translating findings into corrective actions and program improvements.
- Strong report-writing and analytical skills, with the ability to present quantitative and qualitative information clearly and accurately.
- Good command of Microsoft Office, particularly advanced Excel for data management and analysis; experience with Kobo/ODK or similar digital tools is desirable.
- Experience with dashboards or data-visualization tools such as Power BI is an asset.
- Experience working with NGOs or the Red Cross and Red Crescent Movement; previous experience as an LRC volunteer is an asset.
