CONTEXT

Founded in 1994, La Chaîne de l’Espoir (CDE) is a French international NGO working to strengthen healthcare systems and ensure equal access to quality healthcare, particularly for children, mothers and vulnerable populations. CDE is currently active in 27 countries.

CDE has been working in Lebanon since 2005 and established its permanent mission in 2020 in response to increasing humanitarian and healthcare needs. CDE works closely with the Ministry of Public Health (MoPH), public hospitals and Lebanese healthcare professionals, focusing on paediatric healthcare, access to surgery, early detection, psychosocial support, capacity building and health-system strengthening.

Building on this experience, CDE is now seeking to contribute to strengthening the resilience of Lebanon’s public health system to climate change. The project will assess climate-related health risks and vulnerabilities and identify practical measures to improve preparedness, response capacity and continuity of essential health services. Funded by the Agence française de développement, a feasibility study will be implemented by a group of experts within the same consortium and follow a dual approach: (i) a national and territorial logic for health–climate adaptation measures, and (ii) a facility, actor and sector-based approach for mitigation and adaptation measures for the health sector, focusing on strengthening the resilience and preparedness of healthcare facilities and stakeholders.

Under the leadership of the Climate Action Accelerator (lead of consortium), the study will focus on assessing climate and health adaptation risks and measures in three to four pilot governorates.

Within this framework, CDE is looking for a Consortium Manager to support the implementation of the field study and ensure effective coordination between the international technical experts, Lebanese institutions and local stakeholders.

GENERAL DESCRIPTION

The Consortium Manager will be responsible for the day-to-day coordination of the field study activities in Lebanon.

The position will facilitate field access, stakeholder engagement, data collection, interviews, consultations, workshops and field visits, ensuring that the technical work carried out by the experts is well connected to the Lebanese context.

The Consortium Manager will act as the main operational link between CDE Lebanon, the Climate Action Accelerator technical team, the MoPH, public health facilities, governorates and other relevant stakeholders.

The position will also contribute to ensuring that findings and recommendations are based on reliable field information and reflect the realities, capacities and challenges of the Lebanese public health system.

The Consortium Manager will supervise and manage the Consortium Assistant, providing guidance and ensuring the effective planning and follow-up of administrative, logistical, field coordination and basic MEAL/data collection tasks. The Manager will delegate tasks as appropriate, monitor progress and ensure that the Assistant provides timely and accurate operational support to the study team.

MAIN RESPONSIBILITIES

1. Field Study Coordination

Lead and oversee the implementation of field activities in the selected governorates. Develop, manage and regularly update the fieldwork plan and schedule, ensuring effective sequencing and coordination of activities with the technical team and stakeholders.
Coordinate and oversee field visits, interviews, consultations and data collection activities, ensuring that activities are conducted according to agreed timelines and quality standards.
Lead the coordination of access to health facilities, public institutions and other relevant sites, establishing and maintaining the necessary institutional relationships and permissions.
Anticipate and identify operational, access or contextual constraints, assess their potential impact on the study and proactively propose and implement appropriate solutions.
IEnsure effective coordination between field activities and the work of the technical experts, adapting field planning where required to respond to emerging findings, operational constraints or contextual developments, and keeping the HoM informed of significant changes or issues.

2. Stakeholder Engagement

Identify and maintain contact with key stakeholders at national, governorate and local levels.
Facilitate coordination with MoPH, governorates, public hospitals, municipalities, DRMU, health directorates, NGOs, UN agencies, civil society and community actors.
Support stakeholder mapping and maintain an updated contact database.
Organise and support Key Informant Interviews (KIIs), consultations and stakeholder meetings.

3. Data Collection and Field Information

Support experts in collecting qualitative and quantitative information required for the study.
Identify relevant reports, databases, assessments, maps, institutional documents and previous crisis documentation.
Support the collection of information on health-system vulnerabilities, climate-related risks, infrastructure, service continuity and emergency preparedness.
Ensure that information collected in the field is properly documented and shared with the relevant experts.

4. Workshops and Consultations

Support the organisation of governorate-level workshops and participatory consultations.
Coordinate participant invitations and attendance.
Facilitate communication between experts and local stakeholders.
Support documentation of discussions, priorities and recommendations.
Ensure inclusive participation of relevant stakeholders and communities.

5. Coordination of Expert Missions

Act as the local focal point for international experts visiting Lebanon.
Coordinate their field schedules, meetings and access to facilities and stakeholders.
Ensure that experts have the necessary background information and contacts.
Work closely with the administrative/logistics Field Officer to ensure smooth organisation of missions.

6. Reporting and Documentation

Lead and oversee the systematic documentation of all field visits, meetings, interviews and stakeholder consultations.
Be responsible for preparing and providing concise and timely field activity updates to the CDE Head of Mission and Consortium team.
Lead the consolidation, review and validation of field findings, ensuring that key information, inputs and recommendations are accurately captured.
Ensure the quality and completeness of project documentation, including field records, supporting materials and the project photo library.
Ensure that field documentation and findings are properly organised, stored and readily accessible for reporting, analysis and future reference.

TEAM RELATIONSHIP

Line manager

CDE Head of Mission_ The Head of Mission will provide overall management, supervision and strategic guidance, including validation of stakeholder engagement and field activities.

Technical line manager

CCA Team leader_ The Consortium Manager will work closely with the Team Leader on the technical planning and implementation of the field study, including coordination with the different technical experts, data collection requirements, consultations and field findings.

Close collaboration with

CDE Lebanon team, CDE HQ team, CCA experts and other consortium members.

PROFILE

Academic background

Master’s degree in Public Health, Health Sciences, Social Sciences, Development, Environmental Health, International Relations, Project Management or a related field.

Additional training in climate change, health, disaster risk reduction or research/assessment methodologies is an advantage.

Working experience

Minimum 5 years of relevant professional experience in Lebanon. [required]

Experience in health-sector projects, field studies, assessments, research or programme coordination. [required]

Proven experience working with government institutions, NGOs, UN agencies and/or local authorities. [required]

Previous experience with AFD-funded projects or AFD funding mechanisms is highly desirable.

Experience conducting or coordinating KIIs, consultations, stakeholder mapping and field data collection. [required]

Good understanding of the Lebanese health system and institutional environment. [required]

Experience working at governorate and/or district level is an advantage. [preferred]
