Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Project Officer will be seconded to the Canadian Red Cross (CRC) and will support the implementation and coordination of humanitarian and development initiatives in partnership with the Lebanese Red Cross (LRC), IFRC, ICRC, and partner National Societies. The role contributes to capacity strengthening, emergency response, donor-funded projects, and localization efforts, ensuring compliance with humanitarian standards, donor requirements, and accountability commitments. CRC also supports an ongoing partnership with Palestine Red Crescent as well as ad-hoc support to other National Societies in the region.

Job Purpose

The Project Officer contributes to the effective planning, implementation, monitoring, and reporting of Canadian Red Cross (CRC) supported programs in Lebanon. Working in support of the LRC, the role seeks to ensure that project activities are delivered in a timely, efficient, and accountable manner, in line with CRC standards, donor requirements, and humanitarian principles. The Project Officer contributes to program quality by strengthening coordination, supporting financial and operational processes, and facilitating communication between CRC, LRC, and other stakeholders. The position plays a key role in ensuring that programs respond to identified needs, achieve intended results, and uphold accountability to affected populations. The Project Officer supports CRC’s wider portfolio of programmes in the region as and when determined by the CCR.

Job Duties and Responsibilities

Responsibility 1: Project Management (50%)

Support LRC in the successful design, implementation, and monitoring of CRC-supported projects.
Support project administration and management to ensure that timelines, deliverables, and processes are met in line with quality standards, donor compliance, and accountability requirements, including narrative, financial, and analytical reporting.
Contribute to the development and implementation of monitoring and evaluation tools and plans, including data collection and analysis for effective reporting and performance/indicator tracking.
Support project narrative reporting by providing technical input and drafting or consolidating reports in line with agreed schedules and donor requirements.
Identify key project issues, risks, and implementation challenges, and support the development of appropriate solutions in coordination with the CCA, Program Manager and CRC technical advisors.
Maintain regular communication with LRC counterparts to track project progress, address delays, and ensure alignment with agreed plans.
Contribute to the development of LRC project proposals by coordinating with CRC teams, consolidating inputs, drafting sections and providing input as required.
Maintain and regularly update project and country-level information in CRC systems and ensure proper documentation and filing.

Responsibility 2: Finance (30%)

Ensure a clear understanding of project budgets, including budget structures, coding, and financial procedures of CRC and LRC.
Support processing of financial documentation, including obtaining necessary reviews and approvals on invoices and forms, in line with CRC procedures.
Collect, review, and share LRC financial reports and supporting documents, internally within CRC, ensuring proper records management in line with project agreements, flagging significant variances of spending against the budget with the CCR and finance colleagues.
Support LRC in the preparation of budget revisions and ensure alignment with donor requirements and CRC financial policies.
Assist LRC in preparing fund requests and follow up with CRC National Office to ensure timely disbursement.
Coordinate between CRC National Office financial services and LRC finance teams, acting as a focal point for communication and facilitating coordination meetings as needed.
Review monthly IFRC invoices and financial charges related to CRC operations, verify expenses against CRC budget codes and planned activities, coordinate with IFRC finance on required corrections, and prepare monthly financial forecasts based on CRC field plans and expected expenditures.

Responsibility 3: Administration & Logistics (20%)

Facilitate communication between LRC, in-country Movement partners, and CRC National Office logistics teams on procurement-related matters as required.
Identify office equipment and supply needs, prepare requisitions and specifications, and coordinate procurement with IFRC.
Prepare and process administrative and logistics documentation in line with CRC policies, including cost coding and document tracking.
Lead office administration, including lease and maintenance agreements, service contracts, and CRC asset management in coordination with IFRC and the CRC National Office.
Coordinate logistics for CRC missions to Lebanon, Palestine, and the region, including travel, visas, accommodation, meetings, and communications.
Arrange logistics for field visits in Lebanon, including transportation, accommodation, and security clearance processes in line with operational requirements.
Provide ad hoc translation support between Arabic and English, as required.

Travel

The role requires occasional travel to LRC branches across the country. Travel durations may range from short field visits to extended missions to support program implementation and coordination.

Education

Bachelor’s degree in international development, humanitarian studies, economics, business administration, or related field. - Required

Experience

3–5 years of relevant professional experience, including experience with the Red Cross and Red Crescent Movement (RCM), non-governmental organizations (NGOs), and/or the United Nations - Required
Experience in program/project management and/or financial management in line with the responsibilities described above- Required
Experience in proposal development and report writing. - Preferred
Experience working within the Red Cross and Red Crescent Movement - Preferred
