I. Background
The Republic of Lebanon (the Borrower) represented by the Council for Development and Reconstruction (CDR) has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 200 million toward the cost of the Green, Agri-food Transformation for Economic Recovery Project (GATE)
The GATE Project aims to improve the resilience of farmers and Small and Medium Enterprises (SMEs) in the Lebanese agri-food sector. The project is designed to facilitate access to finance, support climate-smart investments, and restore critical infrastructure services to sustain and enhance the agricultural value chain. Through targeted interventions, it seeks to increase agricultural productivity, strengthen food security, and promote sustainable economic growth. The project is structured into key components focusing on value chain investments, infrastructure development, enabling regulatory improvements, and knowledge management.
The Project is structured into five main components, each designed to strengthen the resilience of Lebanon’s agri-food sector and support farmers and SMEs:
· Component 1: Climate Smart Investments in Agri-food Value Chains
· Component 2: Climate-Smart Infrastructure and Services for Agri-Food Sector Development
· Component 3: Improving the Enabling Environment and Restoring Support Services for Agri-food Sector Development
· Component 4: Project and Knowledge Management
· Component 5: Contingency Emergency Response Component
The Green Plan has been delegated by the CDR to implement and manage the Subcomponent 2.1. This sub-component – Improving rural community infrastructure for agriculture (US$28 million) – involves investments in climate-smart infrastructure and services. The Green Plan will work closely with municipalities and stakeholders to develop and prioritize projects such as hill lakes, road rehabilitation, and irrigation improvements.
To improve outreach and public communication, transparency, stakeholder engagement, information disclosure, grievance management, and dissemination of project 1achievements, the Green Plan intends to develop a modern, secure, multilingual, and user-friendly website serving both institutional for Green Plan and Gate project and project-related needs.
The Consultant shall be responsible for the design, development, deployment, hosting, training, maintenance, and technical support of the website, including full transfer of ownership and operational control to the Green Plan.
II. Objective of the assignment
The objective of this assignment is to design, develop, and deploy a secure, scalable, and user-friendly website that:
® Promotes Green Plan programs and activities and Gate Project activities
® Serves as the official communication platform for the Green Plan, including the webpage development of GATE Project;
® Ensures public access to project information, progress reports, …
® Enhances stakeholder engagement and communication by providing access to project information, updates, and communication channels.
® Facilitates grievance management by enabling stakeholders to submit grievances through a dedicated Grievance Redress Mechanism (GRM);
® Enables efficient internal content management by non-technical staff.
III. Scope of Services
The Consultant shall provide all services required for the successful implementation of the assignment, including but not limited to: requirements analysis, system design, UX/UI design, prototyping, system development, CMS implementation, configuration of functional modules, integration of dashboards, GIS and external systems, testing and quality assurance, deployment and go-live support, training and capacity building, warranty, maintenance, technical support, and preparation of all documentation and handover materials required for final acceptance.
The assignment shall be implemented in the following phases:
- Phase I: Requirements Analysis and System Design
- Phase II: System Development and Configuration
- Phase III: Testing, Deployment, and Go-Live
- Phase IV: Training and Capacity Building
- Phase V: Warranty, Maintenance, and Technical Support
These phases describe the implementation sequence only and shall not be interpreted as payment milestones.
IV. Tasks and Responsibilities
The Consultant shall ensure that the website is fully available in Arabic (RTL) and English (LTR). The Consultant shall ensure that the CMS supports independent content management for each language.
The Green Plan/GATE PMU will provide the Consultant with all approved institutional, technical, and project-related content available in Arabic and/or English, together with the relevant documents, photographs, publications, and visual materials.
The Consultant will be responsible for conducting a content inventory; reviewing, editing, formatting, and migrating the approved content; and providing professional human translation and proofreading for any missing Arabic or English versions. Automatic machine-generated translation without professional review will not be accepted. All final content and translations shall be reviewed and approved by the Green Plan/GATE PMU before publication.
The selected Consultant shall, as part of its financial proposal, propose a provisional allowance for content migration and translation based on its assessment of the anticipated requirements. For planning purposes, the allowance may cover up to 50 standard content pages, approximately 30,000 source words, 100 downloadable documents, and 200 photographs or other media files. The final quantities shall be confirmed through a detailed content inventory during the inception phase. The Consultant shall provide unit rates for translation and content migration exceeding the quantities included in the provisional allowance, to be applied to any additional quantities requested and approved by the Client
The Consultant shall ensure that the website functions optimally across desktop computers, laptops, tablets, and smartphones. The website shall be fully responsive and comply with WCAG 2.1 Level AA accessibility standards, including keyboard navigation, screen reader compatibility, alternative text, accessible forms, and adequate color contrast. Responsive design shall be mandatory.

The Consultant shall implement a secure, scalable, and extensible CMS enabling full content management by non-technical users. The CMS shall ensure full ownership by the Client, including source code, database, configurations, and documentation, with no vendor lock-in.
It shall support structured multilingual content, workflow management (draft, review, approval, publishing), version control, rollback, role-based access control, and audit trails. Minimum roles shall include: Super Administrator, Administrator, Editor, Approver, and Viewer.
The CMS shall expose secure APIs to support integration with dashboards, GIS, and external systems, and comply with OWASP security standards.
The Consultant shall be responsible for the design, development, implementation, and configuration of the following functional modules:
- Home Page (dynamic content, highlights, statistics, announcements)
The Home Page shall provide a dynamic entry point to the website and shall present key institutional content, including announcements and highlights, featured projects, latest news, key project statistics and indicators, media highlights in the form of photos and videos, and quick access links to the main sections of the website.
- Institutional Pages (Green Plan and GATE Project information)
The website shall include structured institutional pages covering the Green Plan and the GATE Project. The Green Plan pages shall present information on the mission, mandate, strategic objectives, organizational structure, and regional presence, while the GATE Project pages shall present the project description, objectives, components, beneficiaries (number, gender, …), and progress updates. All institutional content shall be fully managed through the CMS and available in multiple languages.
- News and Events Module (search, tagging, categorization)
The website shall include a News and Events section for the publication and management of news articles, press releases, and events. The section shall support categorization, tagging, search functionality, and content archiving.
- Document Library (searchable repository with filters and downloads)
The website shall provide a CMS-managed document repository enabling the publication and organization of official documents, including procurement notices in accordance with the applicable procurement requirements, environmental and social documents, progress reports, studies, technical documents, policies, and publications. The system shall allow users to search, filter, preview, and download documents.
- Media Center (photos, videos, downloadable assets)
The website shall include a Media Center for the management of multimedia content, including photo galleries, video galleries, and downloadable media assets. The content shall be organized and categorized to ensure easy access and retrieval.
- Dashboards for Green Plan and Gate Project (indicators, progress reports, beneficiaries, coverage)
The website shall include interactive dashboards presenting key project indicators, including beneficiaries (number, gender, …), irrigation interventions, hill lakes, agricultural roads, implemented works, project performance indicators, and geographic coverage. All dashboard content shall be configurable and updated through the CMS.
- Interactive GIS Map (project locations and spatial visualization)
The website shall include an interactive GIS-enabled map displaying project locations, spatial distribution of interventions, infrastructure investments, and project status visualization.
- Contact and Communication Module (forms, routing, spam protection)
The website shall include a contact and communication page providing contact forms, regional office information, and automated routing of inquiries to relevant departments. The page shall include spam protection mechanisms such as CAPTCHA.
- Grievance Redress Mechanism (submission, tracking, management) for Gate Project
The website shall include a dedicated Grievance Redress Mechanism (GRM) for Gate Project allowing users to submit complaints, upload supporting documents, receive tracking numbers, and monitor the status of submitted grievances through a structured tracking system. The GRM shall ensure confidentiality and secure handling of submitted grievances and shall allow users to submit grievances anonymously, where requested, without requiring disclosure of personal information.
- Newsletter System (subscriptions and automated dissemination)
The website shall include a newsletter subscription system enabling users to subscribe to updates on news, procurement notices, project updates, and institutional announcements, with automated distribution of communications.
The system shall ensure the confidentiality, integrity, and protection of project and user data through appropriate security and data protection measures. The system shall comply with international standards on cybersecurity and data protection, including OWASP best practices. The system shall include HTTPS/TLS encryption, secure authentication, multi-factor authentication, firewall protection, malware protection, vulnerability management, logging, and secure password policies. Security testing, including vulnerability assessment and penetration testing, shall be conducted prior to acceptance.

The Consultant shall provide a secure hosting environment with at least 99.9% uptime, SSL certification, automated backups, disaster recovery procedures, and scalable infrastructure (minimum 40 GB storage and 5 TB bandwidth).
The Client shall retain full ownership of hosting accounts and domain names.
7. Ownership and Intellectual Property
Upon final acceptance and completion of the assignment, the Consultant shall transfer full ownership of the system to Green Plan, including, without limitation, all source code, content, databases, hosting accounts, system configurations, credentials, documentation, and all related design, technical, and intellectual property assets developed under the Contract.
All intellectual property developed under the Contract shall become the exclusive property of Green Plan. No vendor lock-in or proprietary restrictions shall apply, and the Consultant shall not retain any rights that would restrict Green Plan’s use, modification, maintenance, or further development of the system.
The Consultant shall provide a formal handover report confirming the transfer of all required assets and the completion of all contractual obligations.
8. Training and Capacity Building
The Consultant shall provide training enabling full system administration and operation by Client staff (2 persons), including content management, user administration, workflows, and media management.
Training materials and documentation shall be provided in Arabic and English and included in the contract price.
The Consultant shall provide a minimum 12-month warranty covering bug fixes, corrective maintenance, security updates, technical support, CMS updates, and performance optimization following final acceptance.
10. Key Performance Indicators (KPIs)
The system shall achieve the following minimum performance standards:
- System availability: ≥ 99.9%
- Page load time: ≤ 3 seconds
- Mobile responsiveness score: ≥ 90%
- Full compliance with WCAG 2.1 AA
- Zero critical security vulnerabilities at launch
- Successful backup and recovery testing
- User satisfaction: ≥ 80%
All project-related disclosures and publications on the website remain subject to applicable World Bank clearance requirements where relevant.
V. Deliverables
The Consultant shall submit three (3) deliverables:
Deliverable 1: Design Package and System Architecture
Requirements analysis, functional and technical specifications, system architecture, information architecture, UX/UI design, wireframes, prototypes, and approved design package. The Design Package and System Architecture shall be submitted to and approved by the Green Plan prior to commencement of website development.
Deliverable 2: Developed Website System and Testing
Fully developed and configured website system, including CMS, functional modules, integrations, multilingual content structure, and security implementation. The Consultant shall conduct all required testing and submit testing reports prior to deployment and User Acceptance Testing (UAT).
Deliverable 3: Final Deployment, User Acceptance Testing, and Handover
Final deployed website following successful User Acceptance Testing (UAT), including system deployment, training, technical documentation, source code, credentials, and complete handover to Green Plan.
Payments shall be made in United States Dollars to the Consultant’s designated bank account within thirty (30) days following the date on which the relevant deliverable has been approved by Green Plan and the corresponding official invoice has been duly submitted by the Consultant.
VI. Evaluation Criteria
Expressions of Interest will be evaluated using a 100-point scoring system based on the following criteria and weights:
This criterion assesses the firm's experience in successfully delivering assignments of similar nature, scope and complexity to the required services. Similar assignments may include, but are not limited to, website design and development, CMS implementation and customization, online forms, interactive website functionalities, and website maintenance and technical support.
The Firm shall provide details of its own similar contracts, including, for each reference project, the client's name, project title, a brief description of the services provided, website URL(s) (where applicable), CMS/platform used, completion date, and contract value.
- Criterion 3: Qualifications and Experience of Key Experts (25/100)
The proposed scoring under this criterion would be:
1. Team Leader (Key Expert) (15/25)
- University degree in Computer Science, Information Technology, Software Engineering, or a related field.
- Minimum 7 years of professional experience in website design, development, and implementation.
- Minimum 5 years of professional experience in managing and delivering similar website development assignments, including CMS-based and multilingual websites.
2. Website Designer (Key Expert) (10/25)
- University degree or equivalent qualification in Web Design, Graphic Design, Computer Science, or a related field.
- Minimum 7 years of professional experience in designing user-friendly and responsive websites.
- Minimum 5 years of professional experience in designing modern website interfaces, including multilingual and mobile-friendly websites.
Alternatively, the REOI evaluation could remain limited to the consulting firm's experience and capacity, with information on available technical resources provided only for reference, as currently reflected in the REOI.
Criterion 4: Experience with Government Institutions, Donor-Funded Projects and NGOs within the last 10 years (20/100)
This criterion assesses the firm's experience in providing similar services to government institutions, donor-funded projects, international organizations, and non-governmental organizations (NGOs). It evaluates the firm's familiarity with the working environment, requirements and standards typically associated with such organizations.
The firm shall provide relevant portfolios and supporting documents to substantiate the information provided under the above evaluation criteria. Such documents may include, where applicable, website links, project references, completion certificates, client references, or other evidence demonstrating the Applicant’s experience and qualifications.
The Expression of Interest should not exceed 50 pages.
The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025), which set forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
The selection will be conducted using the Consultant’s Qualification-Based Selection (CQS) method in accordance with the World Bank Procurement Regulations for IPF Borrowers (November 2020).
