Key Responsibilities
1. MEL Framework & Performance Monitoring
• Develop and maintain the project's MEL framework, including Theory of Change/results framework, indicators, milestones, data sources and reporting processes.
• Monitor progress against project and workstream plans, milestones, deliverables and agreed measures of progress.
• Support risk monitoring by tracking agreed indicators and flagging emerging issues to the Project Manager.
• Consolidate and analyze information across workstreams to provide a clear project-wide view of performance.
• Develop MEL data flows, dashboards and other tools within the project management system to support oversight and decision-making.
• Ensure the MEL framework remains proportionate and responsive to different workstreams and operating contexts.
2. Research Outcomes & Learning
• Work closely with the project’s Scientific Lead to ensure scientific milestones, research outputs and relevant outcomes are appropriately reflected in the MEL framework.
• Track project-level research outputs, dissemination and uptake, including through the project’s Live Repository, as well as policy engagement, capacity strengthening, equitable partnerships and community engagement.
• Support structured learning and reflection during project reviews, annual planning and other key milestones.
• Support periodic evaluation of project implementation and outcomes, and translate findings into recommendations for adaptation.
• Maintain a clear distinction between project MEL and scientific oversight or management of individual research datasets.
3. Reporting, Data Quality & Governance
• Coordinate the collection and validation of MEL information from project teams and partners.
• Ensure the completeness, consistency and reliability of project monitoring information.
• Lead the preparation of MEL outputs for the donor, including institutional and governance reporting.
• Produce concise analysis for the Project Manager, Scientific Lead, PI and governance bodies.
4. Coordination & Partner Support
• Work closely with the Project Manager to align MEL with project planning, delivery and reporting.
• Maintain regular coordination with the Scientific Lead to ensure monitoring reflects the scientific progress and outputs of the project.
• Support project’s Workstream Leads and partner teams in applying agreed MEL tools and reporting requirements.
• Promote consistent MEL approaches across the consortium while allowing for different workstream and country contexts.
• Integrate MEL requirements into routine project processes without creating unnecessary reporting burdens.
Qualifications & Experience
• Master's degree in Public Health, Epidemiology, Biostatistics, Statistics, Health Sciences, Social Sciences, or other relevant field.
• Minimum 3-5 years of relevant MEL experience, preferably within research, global health or multi-partner projects.
• Demonstrated experience developing and implementing MEL frameworks for complex projects, including Theory of Change, results frameworks and indicators.
• Strong quantitative analysis and statistical skills, including proficiency in at least one statistical package such as Stata, SPSS, or equivalent.
• Strong qualitative analysis skills and familiarity with qualitative MEL approaches.
• Advanced proficiency in Excel and experience with data visualization tools such as Power BI.
• Experience analyzing project performance, research outputs and outcomes, and translating evidence into clear findings and recommendations.
• Experience working with academic research projects, international partnerships or multi-country initiatives is strongly preferred.
• Excellent analytical, coordination and communication skills.
• Experience working in conflict-affected or complex operating environments is an asset.
• Fluency in English is essential; Arabic is strongly preferred.

About the Conflict Medicine Program
The Conflict Medicine Program (CMP) at GHI advances research, education, and practice to address the health consequences of conflict. Launched in 2016, the program brings together expertise across disciplines to examine and respond to the biological, psychological, and social impacts of war-related injuries and trauma. CMP generates evidence and translates knowledge from conflict settings into practical approaches to care, recovery, and rehabilitation. Through collaborative research and capacity-building initiatives, the program strengthens the ability of healthcare professionals and researchers to address the complex needs of conflict-affected populations.
