Years of Experience required:
Minimum 7 years of progressively responsible professional experience in healthcare waste management, environmental infrastructure, waste treatment operations, public utility management, environmental services, or comparable infrastructure sectors.
In addition, this assignment requires leading a national facility operationalization process, concession preparation, and government advisory support, which requires a demonstrated experience in preferably three of the following areas:
- Operationalization, commissioning, rehabilitation, or turnaround of waste treatment facilities, environmental infrastructure, utility services, or comparable public assets.
- Public-Private Partnerships (PPP), concessions, outsourced public service delivery, or private sector participation models.
- Business planning, financial modelling, tariff development, cost recovery strategies, and sustainability planning.
- Design and implementation of procurement, tendering, or concession processes.
- Technical advisory support to government institutions on policy, regulation, governance, or institutional strengthening.
- Development of performance monitoring systems and contract management frameworks.
Desirable:
- Experience working with Ministries of Health or environmental regulatory authorities.
- Experience in healthcare waste management systems and infectious waste treatment technologies.
- Experience with development partners such as UNICEF, WHO, UNDP, World Bank, EU, or similar organizations.
- Experience in Lebanon or the Middle East and North Africa region.
