Procurement manager in Lebanon at Association of Charity and Voluntary Convention

Responsibilities

Develop and monitor consolidated procurement plans with program, finance, and logistics teams, aligned with budgets and delivery schedules.
Oversee the procurement cycle, from approved requisitions and specifications to sourcing, evaluation, purchase orders, and contract closure.
Manage requests for quotations and tenders; coordinate evaluation committees and document fair, transparent supplier selection.
Apply CVC and donor procurement rules, approval thresholds, and segregation of duties; obtain authorization for exceptions before proceeding.
Conduct market assessments and supplier due diligence; maintain an updated supplier database and assess capacity, quality, and reliability.
Negotiate prices, delivery terms, warranties, and service conditions; prepare contracts and submit awards for authorized approval.
Monitor supplier performance and contract delivery; resolve delays, quality issues, and disputes with the relevant departments.
Coordinate with logistics and requesting teams to verify deliveries and acceptance; support Finance with complete payment documentation.
Maintain complete, secure procurement files and trackers, ensuring decisions, approvals, contracts, and receipts are traceable and audit-ready.
Track spending, lead times, savings, and procurement risks; provide management reports and implement corrective actions.
Supervise, coach, and evaluate procurement staff; clarify responsibilities and train requesting departments on procurement procedures.
Prevent conflicts of interest, fraud, and collusion; protect bid confidentiality and report suspected misconduct through designated channels.
Plan for urgent humanitarian needs and supply disruptions; document emergency procurement approvals and support audits and follow-up actions.
Perform other duties related to procurement as assigned by the Executive Director.
