General Tasks

1. Strategic Leadership and Program Development

Lead the development and implementation of arcenciel’s institutional social work vision and strategy in alignment with the organization’s mission and the Community-Based Inclusive Development (CBID) approach.
Position social services as a transversal function that supports all relevant sectors and programs.
Identify emerging social needs and strategic opportunities to enhance program relevance and impact.
Contribute to organizational planning and decision-making related to social inclusion and community development.

2. Methodology Development and Quality Assurance

Develop, harmonize, and update social work methodologies, tools, procedures, and standards across all community centers.
Standardize key processes related to outreach, vulnerability assessment, case management, referral, and follow-up.
Establish and monitor quality assurance mechanisms to ensure compliance with organizational policies, ethical standards, and safeguarding requirements.
Review practices regularly and implement improvements as needed.

3. Technical Oversight and Service Delivery

Provide technical guidance to social teams to ensure effective and consistent implementation of social interventions.
Support teams in addressing complex cases and technical challenges.
Ensure services are delivered in a timely, appropriate, and effective manner to beneficiaries according to arcenciel’s vision and mission.

4. Team Management and Capacity Building

Supervise, coach, and support social services staff across community centers.
Set performance expectations and monitor staff performance.
Identify training and development needs and coordinate capacity-building initiatives.
Promote a culture of accountability, collaboration, and continuous improvement within the social unit.
Participate in recruitment, onboarding, and performance appraisal processes as needed.

5. Community Engagement and Partnership Development

Strengthen outreach mechanisms to identify vulnerable populations and unmet needs.
Maintain an up-to-date mapping of services and referral resources.
Develop and manage partnerships with local authorities, service providers, community organizations, SDLs, GDLs, and other stakeholders.
Represent arcenciel in external events and networking forums.

6. Monitoring, Evaluation, and Knowledge Management

Oversee the collection, analysis, and interpretation of social data and performance indicators.
Prepare reports and recommendations to support management decision-making in coordination with the social unit team across the centers.
Capitalize on lessons learned and best practices to improve service delivery and institutional learning.
Contribute to donor reports, proposals, and other institutional documentation as required

7. Beneficiary Participation and Community Empowerment

Promote the active participation of beneficiaries and communities in identifying needs, designing interventions, and evaluating services.
Foster community ownership and empowerment to strengthen the sustainability of interventions.

8. Internal Coordination and Organizational Development

Facilitate coordination between community centers and other organizational sectors.
Contribute to organizational change initiatives aimed at improving cohesion, efficiency, and integration of social services.

Working Conditions

Job Constraints : Frequent travel to arcenciel centers and partner locations across Lebanon is required, along with the ability to work effectively in emotionally demanding situations involving vulnerable individuals and families while managing multiple priorities and deadlines in a dynamic environment.
Tools, Software used : Microsoft Office, Power BI, SPSS, Data collection and case management systems…
Workplace : Based in Jisr El Bacha (office-based) with frequent travel to community centers and partner locations across Lebanon.
Working Schedule : Full-time position, 8 hours per day and 5 times per week (Monday till Friday)
Type of Contract: 1 year contract renewable depending on funds and performance.

Languages : Arabic, English and French are required.

Level of education and Experience

Bachelor’s degree is needed and Master’s degree is a plus in Social Work, Sociology, Psychology, Public Health, Community Development, or another relevant field. Minimum of 5 to 7 years of progressive experience in social work, community development, humanitarian or related fields, including experience in technical supervision and coordination, with demonstrated experience in program structuring and standardization and change management.
