Position Summary
Ana Aqra Association is seeking a qualified Monitoring and Evaluation (M&E) Officer to contribute to the effective monitoring, evaluation, data management, analysis, and reporting of the organization’s programs.
The M&E Officer will work as part of Ana Aqra’s broader monitoring, evaluation, and data function and will collaborate closely with other M&E officers, data personnel, program teams, technical staff, and field teams to ensure the timely collection, verification, analysis, and use of quality program data.
The position will support organizational and program-level M&E systems and contribute to evidence-based program management, accountability, learning, and continuous improvement.
Key Responsibilities
- Support the implementation and continuous improvement of Ana Aqra’s monitoring and evaluation systems, frameworks, plans, and tools.
- Contribute to the development and review of results frameworks, logical frameworks, indicators, targets, monitoring plans, and data collection methodologies.
- Collect, track, verify, and analyze quantitative and qualitative program data on a regular basis.
- Work closely with other M&E and data personnel to ensure consistency, accuracy, completeness, and timely management of data across programs.
- Maintain and update relevant databases, trackers, and M&E records in coordination with designated team members.
- Conduct regular field monitoring visits to program implementation sites and provide evidence-based observations and feedback.
- Monitor progress toward outputs, outcomes, targets, and program results and flag gaps or emerging issues requiring attention.
- Support data quality assurance processes, including data verification, cleaning, validation, and documentation.
- Contribute to the design and implementation of assessments, surveys, baseline and endline exercises, evaluations, and other data collection activities as required.
- Analyze monitoring and assessment data and contribute to the preparation of dashboards, summaries, presentations, and reports.
- Support program teams in interpreting and using M&E findings for program improvement and decision-making.
- Contribute to donor, partner, organizational, and program reporting by providing accurate M&E data, analysis, findings, and supporting evidence.
- Support the development, adaptation, and improvement of data collection, monitoring, and reporting tools.
- Provide guidance and technical support to program and field staff on M&E tools, data collection processes, indicators, and reporting requirements.
- Support or facilitate M&E-related orientations and trainings for staff when required.
- Contribute to documenting lessons learned, good practices, achievements, challenges, and recommendations.
- Support research, learning, and evidence-generation activities undertaken by Ana Aqra.
- Ensure that data collection, storage, processing, and sharing comply with Ana Aqra’s confidentiality, safeguarding, data protection, and internal control requirements.
- Coordinate effectively with colleagues across programs and departments and perform other M&E-related duties as required.
Qualifications and Experience
- A university degree in Statistics, Data Science, Economics, Business Administration, Social Sciences, Development Studies, or another relevant field.
- 3–5 years of relevant professional experience, preferably in monitoring and evaluation within humanitarian, education, development, or NGO programs.
- Demonstrated experience in data collection, monitoring, data management, analysis, and reporting.
- Experience developing and using M&E tools, indicators, monitoring plans, databases, and data collection systems.
- Good understanding of quantitative and qualitative data collection and analysis methodologies.
- Experience with digital data collection and information management systems is an asset.
- Strong computer skills, particularly in Microsoft Excel, Word, and PowerPoint.
- Experience with statistical, database, data visualization, or digital data collection tools such as SPSS, Power BI, KoboToolbox, or similar platforms is an advantage.
- Strong analytical skills and attention to accuracy and detail.
- Ability to organize and manage multiple priorities and meet deadlines.
- Strong interpersonal and teamwork skills, with the ability to work collaboratively with M&E, data, program, technical, and field personnel.
- Strong written and verbal communication skills in Arabic and English.
- Ability and willingness to conduct field visits as required.
