Since 1968, Anera has helped refugees and others hurt by conflicts in Palestine, Lebanon and Jordan live with purpose and hope.
Anera, which has no political or religious affiliation, works on the ground with partners in Palestine (West Bank and Gaza), Lebanon and Jordan. We mobilize resources for immediate emergency relief and for sustainable, long-term health, education, and economic development. Our staff serve in their communities, navigating the politics that constrict progress to get help where it's needed most.

Objective of the Service
The Part time Employment Officer will support the effective transition of program participants into employment opportunities within their assigned area, providing dedicated field level support for job matching, placement, and follow-up.
The Part-Time Employment Officer will provide employment and job-placement support within the assigned geographical area. The Officer will work closely with the Area Manager, Field Officers, and relevant program staff to identify employment opportunities, facilitate job matching, support participants throughout the placement process, and strengthen linkages with local employers.
The scope of service will include, but will not be limited to, the following:
- Employment opportunity mapping: Conduct systematic mapping of employment opportunities within the assigned area, including private-sector companies, SMEs, businesses, institutions, cooperatives, and other potential employers relevant to the skills and profiles of program participants.
- Private-sector research: Conduct regular research on the local labor market, including sectors with high demand for workers, emerging employment opportunities, seasonal employment, required skills, working conditions, and prevailing salary levels.
- Employer identification and outreach: Identify, contact, and engage potential employers and establish a network of employers willing to recruit program participants, including through phone calls, emails, field visits, networking, and other appropriate outreach methods.
- Employer database development and maintenance: Develop and regularly update a database of potential and active employers, including employer name, sector, location, contact person, contact details, vacancies, required qualifications/skills, salary range where available, and status of engagement.
- Vacancy identification: Proactively identify available and anticipated job vacancies and communicate relevant opportunities to the program team and eligible participants.
- Job matching: Review participant profiles, qualifications, skills, interests, and geographic preferences and match eligible participants with suitable employment opportunities.
- Participant referrals: Refer suitable candidates to employers and support the coordination of interviews, assessments, and other recruitment steps as required.
- Cash-for-Work placement: Support the identification and matching of eligible participants with appropriate Cash-for-Work opportunities and coordinate with employers/host entities to facilitate placements in line with program requirements.
- Employment placement support: Follow up with participants and employers throughout the recruitment and placement process to address challenges, facilitate communication, and support successful onboarding.
- Employer follow-up: Maintain regular communication with employers following placement to confirm attendance, retention, performance, and any issues affecting the continuation of employment.
- Participant follow-up: Conduct structured follow-up with placed participants to monitor their employment status, job satisfaction, working conditions, retention, and any barriers that may affect their ability to remain employed.
- Employment retention tracking: Track employment outcomes, including placements, continued employment, dropouts, changes in employment, and reasons for termination or non-retention, where information is available.
- Labor-market feedback: Provide regular feedback to the program team on employer demand, skills gaps, recruitment trends, barriers to employment, and opportunities for improving future training and employability interventions.
- Employer relationship management: Maintain professional and regular relationships with employers and explore opportunities for repeat recruitment, internships, apprenticeships, on-the-job training, and other employment pathways where relevant.
- Coordination with program teams: Coordinate closely with the Area Manager, Field Officers, Workforce Development team, and other relevant Anera staff to ensure that employment activities are aligned with program targets, participant profiles, timelines, and donor requirements.
- Documentation and data management: Maintain accurate and up-to-date records of employer outreach, vacancies identified, participant referrals, interviews, placements, and follow-up results, using Anera's designated tracking tools and templates.
- Reporting: Provide timely updates and reports to the Area Manager on progress against employment-related targets, challenges encountered, employer engagement, placements, and follow-up outcomes.
- Field mobility: Conduct field visits and travel within the assigned area as required to engage employers, support participants, verify placements, and strengthen local employment networks.
- Confidentiality and safeguarding: Handle participant and employer information confidentially and comply with Anera's policies, procedures, safeguarding standards, and data-protection requirements.
The Officer is expected to maintain an active employment pipeline rather than only respond to vacancies shared by the program team. This includes continuously identifying new employers and opportunities and proactively connecting suitable participants with available positions.
One Employment Officer will be assigned to each area (BML, South, Bekaa, North, and Akkar). The scope of service and deliverables will apply individually to the Officer assigned to each area.
Key Deliverables
The Part-Time Employment Officer will be responsible for producing the following deliverables throughout the service period:
1- Employment and Employer Mapping Database
- A comprehensive and regularly updated database of potential and engaged employers within the assigned area.
- The database should include employer sector, location, contact details, focal point, type of employment opportunities, skills required, and engagement status.
2- Vacancy and Opportunity Pipeline
- A regularly updated list of identified employment opportunities and vacancies.
- Documentation of the source of the vacancy, relevant job requirements, location, expected remuneration where available, and status of the opportunity.
3- Job Matching and Referral
- Regular matching of eligible participants with relevant employment opportunities based on their skills, qualifications, interests, and location.
- Documentation of referrals, interviews, recruitment outcomes, and successful placements.
4- Cash-for-Work Placement Support
- Support the placement of eligible participants in appropriate Cash-for-Work opportunities.
- Coordinate with relevant employers/host entities and follow up on placement status and attendance as required.
5- Employer Engagement
- Regular outreach to existing and potential employers through calls, meetings, field visits, and other appropriate channels.
- Documentation of employer contacts, discussions, identified needs, and potential recruitment opportunities.
6- Participant Follow-Up
- Regular follow-up with participants after referral and placement.
- Tracking of employment status, retention, challenges, and reasons for discontinuation where applicable.
7- Placement Verification and Retention Tracking
- Verification of employment placements, where required by the program.
- Tracking of participants' continued employment and reporting of changes in employment status.
8- Monthly Employment Report
A monthly report submitted to the Area Manager summarizing:
- Number of employers contacted
- New employers identified
- Vacancies/opportunities identified
- Participants referred
- Interviews facilitated
- Participants successfully placed
- Cash-for-Work placements supported
- Participant follow-up conducted
- Employment retention/outcomes
- Key challenges and mitigation measures
- Recommendations and emerging employment opportunities
9- Monthly Employer and Participant Tracking
- Up-to-date employer and participant follow-up records using Anera-approved templates and tracking tools.
- All records should be complete, accurate, and submitted within the agreed reporting timelines.
10- Labor-Market Updates
- Periodic updates on local labor-market trends, sectors with increased demand, skills gaps, salary trends, and potential employment opportunities relevant to Anera's programming.
11- End-of-Service Summary
- A final summary covering the full service period, including employer network established, employment opportunities identified, participant referrals and placements, retention outcomes, key challenges, lessons learned, and recommendations for future employment programming.
Performance of the service will be assessed based on the quality, timeliness, completeness, and usefulness of the above deliverables, as well as the Officer's ability to establish and maintain meaningful employer linkages and support successful employment outcomes.
Payment Terms and Taxation
- Total service fee:$900 (USD).
- Payment schedule: monthly, based on days/hours worked (part-time).
- Payment modality: bank transfer, end of month
Qualifications and Competencies
- University degree in social work, human resources, business administration, or a related field.
- Approximately 2-4 years of relevant working experience for Programs and/or Operation positions, employment counseling, job placement, workforce development, or livelihoods programming, preferably with an NGO.
- Good knowledge of the local labor market and employer networks in the assigned area.
- Strong communication, networking, and interpersonal skills.
- Good organizational skills and ability to maintain accurate participant and employer records.
- Computer literacy, including Word, Excel, and email.
- Fluency in Arabic; working knowledge of English is an asset.
- Ability to travel within the assigned area as needed.
