Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

Position Title: WASH Supervisor
Background: Civil engineering, Mechanical engineering, environmental studies and/ or any other related water, sanitation background
Under the supervision of the WaSH and Emergency Program Manager, the WaSH Supervisor will oversee the implementation, monitoring and quality assurance of WASH infrastructure, emergency WASH services in collective shelters, and shelter repair and rehabilitation activities in the South base. The role includes technical assessments, planning, supervision of contractors, budget follow-up, reporting and coordination with relevant stakeholders and support departments. The Supervisor will manage and build the capacity of field teams and contribute field data and technical analysis to support the development of appropriate interventions
Objective 1: Supervise the implementation of WASH infrastructure and development projects (30%)
- Plan, Ensure the timely identification of WaSH infrastructure, emergency construction and development needs and contribute to the design and implementation of sustainable interventions.
- Support the planning, implementation, and follow-up of WaSH development and infrastructure projects to ensure achievement of project objectives, timelines, and quality standards.
- Provide day-to-day technical support and coordination for the implementation of infrastructure, emergencies, and community-based WaSH activities.
- Ensure proper filing, documentation, and record-keeping of project activities in line with donor and AAH requirements.
- Supervise the collection of quantitative and qualitative data using relevant tools and platforms, ensuring accurate and timely reporting.
- Conduct regular field visits to monitor progress, ensure quality implementation, and provide technical support to field teams.
- Ensure that relevant SOPs, guidelines, tools, and formats are effectively applied throughout project implementation.
- Support the development and dissemination of hygiene promotion, public health, and awareness-raising materials.
- Identify and promote appropriate hygiene and public health messages tailored to the needs of target communities.
- Ensure effective coordination with governmental authorities, municipalities, water establishments, schools, community groups, and other relevant stakeholders involved in WaSH and infrastructure interventions.
- Represent AAH in relevant technical coordination meetings and maintain regular communication with the WaSH Program Manager and other departments to ensure smooth project implementation.
- Support the selection, training, and capacity building of community mobilizers, focal points, and field staff involved in WaSH activities.
- Contributes to the design and implementation of innovative WaSH infrastructure, public health, and community engagement initiatives.
- Coordinate with schools, municipalities, and civil society organizations to support the implementation of awareness, hygiene promotion, and community-based development activities.
Objective 2: Supervise emergency WASH services in collective shelters and shelter repair and rehabilitation activities (30%)
- Assess WASH service gaps in collective shelters and identify shelter repair and rehabilitation needs.
- Plan and prioritize interventions according to assessed needs, beneficiary vulnerability, available resources and project timelines.
- Supervise water supply services, including water trucking, storage tanks, filtration and treatment systems, and drinking water distribution where required.
- Coordinate water quality sampling and testing, follow up results and ensure corrective actions are implemented when needed.
- Supervise sanitation services, including desludging, drainage and the installation or repair of toilets, showers and handwashing facilities.
- Supervise shelter repair and rehabilitation works, including plumbing, waterproofing, doors, windows and other approved building repairs.
- Prepare or review BOQs, cost estimates and technical specifications for collective shelter WASH and shelter repair works, and support procurement processes.
Objective 3: Team Management (25%)
- Supervise the staff under his/her management to ensure they are working effectively and to the best of their capacities.
- Participate in staff training, helping to build technical capacity of staff.
- Mentor and coach colleagues and team members, building their capacity to obtain high-quality results and impacts.
- Support the relations with other AAH staff in the base, the support staff, and M&E staff from Tyre Base and Beirut Country Office
- Help develop and execute context-specific solutions to improve collaboration, coordination, and performance of the AAH staff.
Objective 4: Data Collection and Reporting (15%)
- Report the work's progress to the PM and contribute to the reports and other ad hoc reports to meet donor and internal requirements.
- Report possible problems or conflicts during the activities.
- Report the use of materials and possible improvement.
- Data collection regarding the project and the potentials beneficiaries.
- Ensure that all referrals are collected and submitted to the right focal points.
- Ensure the consistency of data collection.
- Ensure collected data is digitally and physically archived as per ACF’s technical archive manual and SoP.
Objective 5: Security (Cross-cutting)
- Respect the security rules specified in the mission and base security plan. See to it that the team under his/her responsibility complies with the security plan and performs the security management tasks assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 6: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities

Objective 7: Gender & Safeguarding (Cross-cutting)
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.

Training/ Education: Bachelor and/or master’s degree in civil or mechanical Engineering, Architecture or Environmental Sciences.
Technical specific knowledge:
- Strong technical knowledge and practical experience in WASH infrastructure and/or emergency WASH services in collective shelters, including shelter repair and rehabilitation works.
- Experience in technical assessments, preparation of designs, BOQs and technical specifications, and supervision of contractors and construction or rehabilitation works.
- Knowledge of WASH services in collective shelters, including water supply, water quality monitoring, sanitation facilities, drainage, water trucking, desludging and hygiene promotion.
- Knowledge of shelter repair works, including plumbing, sanitation, waterproofing and minor building repairs, with attention to safety, accessibility, privacy and dignity.
- Knowledge and experience in water related awareness and mass campaigns’ as well as ‘’Nonrevenue water (NRW) and Water policies knowledge’.
- Significant understanding and experience with project budgets and financial management.
- Good context analysis skills, previous experience in similar position of at least 3 years in intermediate management positions in the humanitarian field.
- Excellent team management skills, good listener, and high communication skills.
- Experience in representation/external coordination.
- Experience working in integrated programmes.
- Good understanding of the country’s context, and good analysis skills.
- Good analytical skills and the capability to work in a precise, structured, and detailed manner.
- Must have good drafting and verbal communications skills, development of monitoring tools.
- Experience in building the capacity of staff and managing large teams.
Previous experience:
- At Minimum 3 years with INGOs/NGOs specialized in Humanitarian assistance.
- At least one year of experience in WASH projects.
- Expertise in Water & Wastewater Infrastructure, and Hygiene intervention.
- Programmatic experience in Emergency Response and Protection approach
Humanitarian sector knowledge: Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country and particularly in the South.
Action Against the Hunger Knowledge: Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country is an asset.
Languages: English and Arabic (compulsory working languages, fluent spoken and written).
IT and specific systems:
- Excellent command of MS office, compulsory expertise in Excel.
- Good command in reporting platforms (INA, 123 surveys, Activity Info, Kobo, DRMS, and others)
- Good command of AutoCAD and mapping tools (GIS) is a plus.
Mobility (national/ international): National - Currently in Tyre or nearby area
Duty Station: The duty station is officially in Tyre office, from Monday to Friday.
