WaSH Field Officer - Tyre

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

 

Position Title: WASH Field Officer 

Background: Civil engineering, environmental studies and/ or any other related water, sanitation background

 

Under the supervision of the Head of Project, the WaSH Field Officer will be responsible for the daily implementation, supervision, monitoring and reporting of the field activities with beneficiaries, contractors, Water Establishment, municipalities, other authorities, and related Action Against Hunger departments. The position requires extensive field work and movement between several worksites as well as capacity to monitor the activities based on high-quality standards.

 

Objective 1: To ensure timely and quality implementation of WaSH construction activities (60%)

1. Follow up day to day WaSH activities including but not limited to construction, distribution of kits, awareness sessions, water sampling, and water trucking.
2. Plan, coordinate and monitor ongoing project activities in collaboration and under the supervision of the WASH Head of Project.
3. Ensure the timely implementation of field works as per the predefined workplans.
4. Support in ensuring the quality and quantity of materials in the field according to agreed plans and BoQs, as well as monitoring the attendance of workers on site.
5. Resolve the conflicts on site and a diplomatic and respectful manner.
6. Ensure safety procedures and rules are respected in the field by all workers.
7. Support in the handover of the works or items (municipalities, communities, etc.).
8. Support the logistic department to produce the project tender documents and materials checkup.
9. Develop communication materials (videos, leaflets, brochures, PowerPoint presentations, etc.).
10. Organize and deliver awareness sessions

 

Objective 2: Monitoring, coordination and communication (30%)

1. Monitor and report all WaSH activities in the field ensuring there is compliance with plans and Action Against Hunger standards.
2. Monitor implementation’s acceptance and right holders’ satisfaction in coordination with MEAL team
3. Responds to and records right holders WaSH technical feedback and complaints at field level.
4. Collect, organize, and develop all data, files and documents.
5. Support in building relationships between Action Against Hunger, local authorities, SLWE, municipalities, and communities.
6. Support the implementation of Cash for WaSH activities as needed.

 

Objective 3: Data collection and reporting (10%)

1. File, document, and report work progress to his/her line manager on a weekly basis
2. Monitor and document the attendance of skilled and unskilled workers and the work progress to the Head of Project and WaSH Program Manager.
3. Report any possible problems or conflicts that may arise during the program activities in a timely manner to identify possible solutions.
4. Report the use of materials and possible improvement.
5. Attend debriefing meetings with line manager and other team members, as requested

 

Objective 4: Security (Cross-cutting)

1. Respect the security rules specified in the mission and base security plan and comply with the security plan and perform the security management tasks that can be assigned in its protocols.
2. Communicate to the security managers of the working location any security related information or noncompliance with the security plan

 

Objective 5: Support humanitarian activities of Action Against Hunger

1. Support the emergency interventions of the organization as per the employee’s abilities
2. Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities

 

Objective 6: Gender & Safeguarding (Cross-cutting)

1. Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
2. Knowledge and compliance with safeguarding policy.
3. Promote gender equality within the humanitarian and/or development work

 

Training/ Education: Bachelor and/or master’s degree in civil engineering, environmental studies and/ or any other related water, sanitation fields.

 

Technical specific knowledge:    

• Excellent Knowledge in construction, plumbing, water supply and sanitation systems.
• Technical knowledge in implementing and supervising construction and engineering WaSH interventions.
• Knowledge of Public Health Promotion and/or wash soft components is an asset.
• Knowledge of WaSH emergency responses including NFI provision, water trucking, and sampling is an asset.
• Knowledge of WBD prevention and response protocols is an asset

Previous experience:     

• At least 1-2 years of experience in WaSH projects.
• Proven experience in working in collaboration with local partners, government bodies, INGO’s, consultants and contractors and right holders.
• Previous experience in cash-for-work activities is an asset.
• Ability to work in a team, interpersonal qualities, and diplomacy, flexible with respect to job priority – Agrees with the principles and objectives of ACF.
• Previous experience on COVID-19 prevention and sensitization activities as an asset.
• High reporting experience is an asset..

 

Humanitarian sector knowledge: Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country and particularly in the South.

 

Action Against the Hunger Knowledge:  Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country is an asset.

 

Languages: English and Arabic (compulsory working languages, fluent spoken and written).

 

IT and specific systems:

• Good command of MS office, compulsory expertise in Excel.
• Good command of AutoCAD and mapping tools (GIS) is highly desirable.

 

Mobility (national/ international): National - Currently in Tyre or nearby area

 

Duty Station: The duty station is officially in Tyre office, from Monday to Friday.
