As Shared Services Manager, you will lead the functions that keep our organization running: Human Resources, Government Relations, Administration, and Non-Commercial Purchasing. You will turn these into a single, efficient, compliant service that supports our operations across the Kingdom.
We hold ourselves to high standards of governance and internal control. In this role you will make sure every process, from payroll to purchase orders, is accurate, documented, and audit-ready. You will also develop a team that serves the business with speed and integrity.
Key Responsibilities
Leadership & Strategy
- Lead the shared services team across HR, Government Relations, Administration, and Purchasing, with clear KPIs and SLAs for each function.
- Work with executive management to set shared-services objectives that support business goals and budget targets.
- Prepare monthly reports for executive management on performance, cost, compliance status, and improvement opportunities.
Human Resources
- Oversee the full employee lifecycle: recruitment, onboarding, contracts, performance management, and exit, in line with the Saudi Labor Law and its implementing regulations.
- Ensure payroll accuracy and on-time salary payment through the Wage Protection System (Mudad), and correct calculation of end-of-service benefits, leave, and overtime.
- Manage GOSI registration and contributions, and mandatory employee medical insurance.
- Monitor Nitaqat status and Saudization compliance, including localized professions, and lead workforce plans that keep the company in a compliant band.
- Maintain and update the company's internal work regulations (Labor Regulation), HR policies, delegation of authority, and disciplinary procedures.
- Coordinate training and development, including programs supported by the Human Resources Development Fund (HRDF) where applicable.
Government Relations
- Manage company and employee transactions on Qiwa (contracts, work permits, transfers), Muqeem (iqama issuance and renewal, exit/re-entry, final exit), and Absher Business.
- Track and renew commercial registrations, municipal (Balady) licenses, Civil Defense certificates, Chamber of Commerce membership, and other regulatory licenses before expiry.
- Maintain a central compliance calendar so no permit, license, or iqama lapses.
Administration & Facilities
- Manage offices, staff accommodation, company vehicles, leases, utilities, security, and cleaning services across company sites.
- Oversee fixed-asset custody records, document control, and records retention.
- Manage travel, visas, and business-support services for employees and visitors.
Non-Commercial Purchasing
- Run purchasing for non-commercial goods and services (office supplies, IT equipment, maintenance, facilities, consultancy, and services) under an approved procurement policy and delegation-of-authority matrix.
- Enforce competitive quotations, vendor registration and evaluation, and segregation of duties between requesting, approving, receiving, and paying.
- Ensure supplier invoices comply with ZATCA e-invoicing (Fatoora) and VAT requirements before payment processing.
- Identify and escalate conflicts of interest and related-party transactions for approval in line with the Companies Law and CMA Corporate Governance Regulations.
- Negotiate service contracts and monitor vendor performance against agreed SLAs.
Governance, Controls & Technology
- Design and maintain internal controls across all shared-services processes, and support internal and external audits.
- Ensure employee and vendor data is handled in line with the Personal Data Protection Law (PDPL).
- Drive automation and system adoption (HRMS, ERP, procurement workflows) to reduce manual work and improve traceability.
Skills
Requirements
- Bachelor's degree in Business Administration, Human Resources, or a related field. A master's degree or professional certification (CIPD, SHRM, CIPS) is a plus.
- 10+ years of experience, including at least 5 years in a managerial role covering HR, GR, and administration in Saudi Arabia.
- Experience in logistics, transportation, or contracting is preferred.
- Strong working knowledge of the Saudi Labor Law and government platforms: Qiwa, Muqeem, GOSI, Mudad, Absher Business.
- Experience with procurement controls, delegation-of-authority matrices, and audit requirements. Experience in a listed company is an advantage.
- Fluent in Arabic and English, written and spoken.
- Saudi national.
