THE ORGANIZATION
Handicap International (HI) is an independent, impartial, not-for-profit international aid organization with no religious or political affiliation. Working alongside persons with disabilities and other vulnerable groups in situations of poverty, exclusion, conflict and disaster, HI responds to essential needs, improves living conditions, and promotes dignity and fundamental rights.
HI operates as a federation of associations that provide human and financial resources and implement its projects and social mission.
The Mashriq Programme covers Jordan, Lebanon, Egypt and Iraq, with Syria joining in 2026. Its mandate spans emergency response, development and armed violence reduction, with a focus on continuity and resilience. Main sectors include rehabilitation, education, early childhood development, basic needs, economic recovery and inclusion, and armed violence reduction. Inclusive humanitarian action is crosscutting and may also be a standalone intervention.
GENERAL MISSION
The AICS-funded project aims to strengthen the National Council for Persons with Disabilities (NCPD), operationalize two disability-inclusive “lighthouse” rehabilitation centres under the Ministry of Social Solidarity (MoSS), enhance social and health operators’ competencies across 11 governorates, and promote disability inclusion through a national media campaign and an international forum.
The project is implemented in an operational consortium with the Coptic Evangelical Organization for Social Services (CEOSS), through a dedicated Project Management Unit (PMU) hosted at NCPD premises in Cairo. The PMU coordinates implementation with NCPD and MoSS, ensuring alignment with national priorities.
Reporting to the Egypt/Jordan Country Manager, the Program Manager will directly manage the PMU and oversee project implementation, contractual compliance and coordination with AICS, MoSS, NCPD and CEOSS. The role will directly lead the exchange visit under Result 3 and the international forum under Result 4.
MISSION 1: MANAGEMENT
• Act as a role model for HI values, safeguarding and disability-inclusive approaches.
• Lead and directly manage the PMU, including planning, task allocation, workloads and performance follow-up.
• Coordinate the Development and Program Coordinator (DPC), Rehabilitation Technical Officer (RTO), MEAL Officer, Finance/Admin Officer, Logistics Officer, Communication and Advocacy Coordinator (CAC), and HI technical specialists.
• Apply HI operational management processes and tools to deliver activities under all four Results on time.
• Oversee budget planning, expenditure monitoring and forecasting, ensuring compliance with AICS contractual requirements, donor eligibility rules and HI financial procedures.
• Ensure compliance with HI’s Code of Conduct, safeguarding, anti-fraud and institutional policies.
MISSION 2: COORDINATION AND STEERING
• Ensure strategic alignment and coordination among NCPD, MoSS, CEOSS, AICS and other stakeholders.
• Facilitate internal coordination meetings and chair steering committee and technical working meetings as required.
• Liaise with AICS Cairo through weekly and monthly coordination meetings.
• Ensure effective collaboration within the operational consortium with CEOSS.
MISSION 3: OPERATIONAL IMPLEMENTATION
- Ensure implementation in line with the logical framework and budget
• Steer the intervention strategy and propose adjustments when the context changes.
• Plan activities and resources, implement the action plan, and ensure delivery in line with the proposal and budget.
• Ensure internal and external reporting to funding bodies, authorities and partners.
• Authorize expenditure and manage activity-specific budget lines within the programme’s signature delegation.
• Manage implementation partnerships and ensure proper information archiving.
- Lead the Exchange Visit to Italy and International Forum in Cairo
Exchange Visit:
• Define objectives, thematic focus and expected outputs with AICS Cairo, NCPD and MoSS.
• Develop and validate the Terms of Reference and programme of meetings, site visits and peer-learning activities.
• Coordinate with AICS and Italian institutions and organizations to identify counterparts and arrange field visits.
• Engage participants before the visit to clarify expectations and desired outcomes.
• Oversee travel, visas, accommodation, accessibility, interpretation and reasonable accommodation with the Logistics Officer.
• Facilitate post-visit reflection workshops with NCPD and MoSS to adapt recommendations for Egypt.
• Collect participants’ reports and prepare a consolidated lessons learned and recommendations report following the workshops.
International Forum:
• Develop and validate the concept note, agenda, visibility package and speaker framework.
• Secure participation of national and international speakers, organizations of persons with disabilities (OPDs), technical experts, development partners and institutional stakeholders.
• Oversee venue selection, accessibility, interpretation, international guests’ travel and on-site coordination with the Logistics Officer.
• Supervise service providers and media partners responsible for production, communications and coverage.
• Ensure compliance with AICS visibility and communication guidelines.
• Coordinate media engagement and press coverage with the CAC.
• Lead preparation and dissemination of the Forum report, including discussions, conclusions and recommendations.
- Support implementation of Expected Results 1–4
• Co-chair the National Disability Strategy (NDS) committee and coordinate inter-ministerial meetings jointly with NCPD management.
• Work with NCPD to engage ministries and OPDs in NDS consultation meetings.
• Coordinate MoSS validation of tools, guides, materials and curricula for rehabilitation centre assessments and capacity building under Results 2 and 3.
• Review and validate lighthouse action plans with MoSS approval.
• Validate and follow up on accessibility design plans and bills of quantities with MoSS.
• Coordinate staff movements with the Logistics Officer and activity payments with Finance/Admin across governorates under Results 2 and 3.
• Follow up with the CAC and media partner on the awareness campaign, ensuring compliance with AICS visibility rules and standards.
- Ensure monitoring, evaluation, accountability and learning
• Monitor activity progress indicators and expected outcomes with the MEAL Officer.
• Incorporate lessons from previous projects and recommendations from evaluations, support missions and audits, and capitalize on acquired knowledge.
- Ensure project data management
• Establish appropriate data collection and management tools in line with global standards, with the MEAL Officer.
• Ensure project data is collected and compiled in databases; conduct regular checks and make corrections as needed.
• Archive project documents in line with HI guidance.
- Coordinate project and support teams
• Facilitate coordination meetings between the project team and regional support services as needed.
• Ensure effective collaboration between project and support teams to facilitate implementation in the country.
- Contribute to external communication
• Contribute to HI’s external influence through participation in networks as required.
• Communicate about the project with partners, authorities and stakeholders when relevant.
- Emergency preparedness and response
Contribute to programme emergency preparedness and adapt working arrangements during emergencies to support HI’s humanitarian response.
The position requires flexibility to undertake additional tasks or respond to changes identified by the line manager.
THE SUCCESSFUL CANDIDATE WILL HAVE
• A bachelor’s degree in a relevant field: social development, international development, political sciences or disability studies.
• At least 3–5 years of experience in the social, development or humanitarian sector with an NGO/INGO.
• At least 3–5 years of project management experience with an NGO/INGO.
• Previous experience working with institutional actors.
• Excellent reporting skills in English and Arabic.
• Proficiency in Microsoft Office: Word, Excel, PowerPoint and Outlook.
• Fluency in English and Arabic.
PREFERRED QUALIFICATIONS
• A master’s degree in a relevant field.
• Technical experience in disability inclusion.
• Project Management Certification.
• Experience with HI and knowledge of its mandate, strategies, approaches and fields of action.
This job description covers the full scope of the Program Manager role. During the maternity cover period, the selected candidate will lead project activities in line with the agreed work plan and deliverables.
SALARY AND APPLICATION
Basic salary: €1,203.33–€1,301.53, depending on experience.
