HR Manager – Healthcare or IT / Technology Sector

Job SummaryWe are seeking an experienced and results-driven HR Manager to lead and manage the Human Resources function within a dynamic organization operating in the healthcare/medical and IT/technology sectors.
The HR Manager will be responsible for developing and implementing effective HR strategies, managing the full employee lifecycle, supporting workforce planning and organizational growth, attracting and retaining qualified talent, and ensuring compliance with Saudi Labor Law and applicable regulatory requirements.
The ideal candidate will have strong experience in HR operations, recruitment, employee relations, payroll, performance management, compensation and benefits, Saudization, and organizational development, with the ability to work effectively across both technical and healthcare environments.
Key Responsibilities Develop and implement HR strategies, policies, and procedures aligned with the organization's business objectives.
* Manage all HR operations and ensure efficient delivery of HR services across the organization.
* Lead the full employee lifecycle, including recruitment, onboarding, employee relations, performance management, promotions, transfers, and employee separation.
* Manage recruitment for medical, healthcare, clinical, administrative, technical, IT, and corporate positions.
* Develop effective talent acquisition strategies to attract qualified local and international candidates.
* Support workforce planning and manpower budgeting in collaboration with senior management and department heads.
* Ensure compliance with Saudi Labor Law, company policies, and relevant government regulations.
* Monitor and support Saudization/Nitaqat requirements* and develop appropriate localization strategies.
* Manage employee contracts, personnel files, attendance, leave, and other HR documentation.
* Oversee payroll preparation and coordinate with Finance to ensure accurate and timely salary processing.
* Manage employee benefits, insurance, medical coverage, compensation, and other HR programs.
* Conduct salary benchmarking and support compensation and benefits reviews to maintain market competitiveness.
* Develop and implement performance management systems, KPIs, appraisals, and employee development plans.
* Identify training and development needs and coordinate learning and development programs.
* Manage employee relations, grievances, disciplinary actions, and workplace conflicts professionally and fairly.
* Promote employee engagement, retention, and a positive and productive workplace culture.
* Support succession planning, talent management, career development, and organizational development initiatives.
* Work closely with management to identify staffing requirements and provide HR solutions that support business growth.
* Prepare HR reports, workforce analytics, and management dashboards to support informed decision-making.
* Maintain accurate and confidential employee records and ensure compliance with data privacy and internal policies.
* Support organizational restructuring, change management, and business transformation initiatives.
* For healthcare organizations, support the administration and monitoring of relevant professional licensing, registrations, and renewals where applicable.
* For IT organizations, support the recruitment, development, and retention of technical talent, including software developers, IT engineers, cybersecurity specialists, project managers, and other technology professionals.
* Stay updated on changes to Saudi employment regulations and HR best practices and ensure timely implementation of required changes.
Qualifications & Experience Bachelor's degree in Human Resources, Business Administration, Management, or a related field.
* HR certification such as SHRM, CIPD, or equivalent is preferred.
* Minimum 5–8 years of progressive HR experience, preferably within healthcare, medical, IT, technology, or other fast-growing organizations.
* Strong knowledge of Saudi Labor Law and HR practices in Saudi Arabia.
* Practical experience with Saudization/Nitaqat and relevant government HR platforms.
* Strong experience in recruitment, employee relations, payroll, compensation and benefits, performance management, and HR operations.
* Experience managing both technical and non-technical or healthcare-related workforce requirements is an advantage.
* Strong knowledge of HRIS and Microsoft Office applications.
* Excellent written and spoken English*; Arabic is highly preferred.
* Strong leadership, communication, negotiation, problem-solving, and decision-making skills.
