Job Purpose:
Provide strategic leadership and overall direction for construction operations, ensuring the efficient and timely delivery of projects in line with approved scope, quality, cost, safety, and schedule requirements. The role is responsible for overseeing construction activities, optimizing resources, managing project risks, and driving operational excellence across the construction function.
Key Responsibilities:
- Provide strategic leadership and overall direction for all construction activities, ensuring projects are delivered in accordance with approved objectives, scope, quality standards, budgets, and schedules.
- Develop and implement construction strategies, plans, and execution methodologies to ensure efficient project delivery and effective utilization of construction resources.
- Lead and direct senior construction personnel and project teams, establishing clear responsibilities, performance expectations, accountability, and reporting lines.
- Monitor project progress, key milestones, productivity, and overall performance, identifying delays, operational issues, and risks and ensuring timely corrective actions.
- Establish and monitor construction KPIs and performance measures covering project progress, productivity, cost, quality, safety, and resource utilization.
- Ensure compliance with approved designs, technical specifications, contractual requirements, applicable building codes, health and safety requirements, and environmental standards.
- Coordinate with consultants, clients, architects, engineers, subcontractors, and other stakeholders to resolve technical and operational issues and ensure smooth project execution.
- Oversee the planning, appointment, coordination, and performance of subcontractors and suppliers, ensuring compliance with contractual obligations, project requirements, quality standards, and delivery schedules.
- Monitor project costs, commitments, variations, and financial performance in coordination with the relevant functions, implementing appropriate measures to maintain budget control and project profitability.
- Ensure effective coordination with Procurement, Project Controls, Contracts, Finance, Design, and other relevant functions to support integrated and timely project execution.
- Oversee quality control activities and site inspections to ensure construction works comply with approved drawings, specifications, standards, and required workmanship levels.
- Lead construction risk management activities by identifying potential project, operational, commercial, and resource risks and implementing appropriate mitigation and contingency measures.
- Promote continuous improvement across construction operations by identifying process inefficiencies, implementing best practices, and improving productivity, quality, cost efficiency, and project delivery.
- Develop construction capabilities through performance management, coaching, mentoring, succession planning, and workforce development to ensure the availability of qualified and effective construction resources.
- Provide regular executive-level reports and recommendations on project progress, construction performance, cost status, key risks, resource requirements, and critical issues requiring management attention.
- Oversee the company’s construction and project execution portfolio across Egypt and international markets, including Arab and African markets, as applicable.

- Monitor and evaluate emerging digital construction solutions, Artificial Intelligence (AI), BIM, automation, and other technologies that can improve productivity, planning, cost control, decision-making, quality, and project delivery.
- Participate in the technical and commercial review of tenders and the feasibility assessment of new projects, providing construction input, execution strategies, resource requirements, risks, and cost considerations.
- Perform any additional tasks that might be necessary for easier workflow, within the main frame of the job’s specialty.
Educational background and previous experience:
- Bachelor’s degree in civil engineering, Construction Management, Architecture, or a related field.
- Minimum 15 years of relevant experience in construction, project execution, and construction management, including at least 5 years in a senior construction leadership role.
- PMP, CCM, or other relevant professional certification is a plus.
